Scope of Work
This opportunity seeks to establish multiple-award Master BPAs for the supply and delivery of various hardware and plumbing supplies. The scope includes, but is not limited to, building materials, builder's hardware, tools, accessories, expendable tool supplies, fasteners, shop supplies, safety equipment, special cutting tools, interior/exterior paints and coatings, painting equipment, preparatory paint supplies, miscellaneous paint supplies, residential and commercial plumbing supplies, industrial water, gas, and sewer pipe, valves, fittings, pumps, hydrants, meters, strainers, and pipe hangers. Contractors must be able to manage, supply, and transport all specified requirements and deliver to all nine ERDC facility locations.
Contract Details
- Contract Type: Multiple-award Master Blanket Purchase Agreements (BPAs).
- Total Capacity: Not to exceed $12,000,000.00 for the BPA pool.
- Period of Performance: Five (5) years from award date or until the $12,000,000.00 limit is reached, whichever is earlier.
- Order Type: Firm-fixed price BPA Call orders.
- Individual Call Limits: Individual requirements shall not exceed the simplified acquisition threshold; maximum BPA Call value is $250,000.
- Guarantee: There is no minimum guarantee for the agreement or for individual BPA Calls.
- NAICS Code: 332510 (Hardware Manufacturing), with a small business size standard of 750 employees.

- Proposal Volumes: Proposals must be submitted in three distinct volumes: Technical, Past Performance, and Price.
- Evaluation Factors: Technical Capability (Corporate Capacity and Key Personnel) and Past Performance are of equal importance and combined are significantly more important than Price.
- Anticipated Awards: The Government anticipates awarding approximately 3-5 BPAs.
