Sources Sought Notice

This notice is issued by the Department of State (DoS) for market research to determine if capable sources exist for construction services to refurbish the DOS credit union in the Harry S. Truman building. The goal is to identify potential small business set-aside opportunities.

• Design and construction services for the interior renovation of the existing credit union space.

• Work includes demolition, new interior architectural elements and finishes, cabling, physical security, mechanical, electrical, plumbing, life safety systems, fire protection, and fire alarm systems as required by code.

• Anticipated Period of Performance: Twelve (12) months from date of award.

• Companies must be registered in SAM.gov.

• Interested parties should email capabilities and company information to edwardsrc@state.gov no later than May 18, 2026, at 10:00 am ET.

• Required information includes: Company Name, Address, UEI, POC, Phone, Business Size (8(a), Hub Zone, SDVOSBC, Small Business), evidence of similar experience (especially in occupied financial institutions), a brief statement on how work will be performed, and confirmation of intent to propose as a prime contractor.

• This is a market research effort to determine potential competition and set-aside decisions, possibly under FAR Part 19 small business programs.

• This is not a Request for Proposal or Quotation. No award commitment is made.

• The government may use submitted technical information in a resultant solicitation.

• Respondents will not receive acknowledgment or feedback.

• No proprietary, classified, or sensitive information should be submitted.

• Potential offerors are responsible for monitoring the Governmentwide Point of Entry (GPE) for any future solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide interior fit-out and renovation services for the US Department of State (DOS) Federal Credit Union branch located at the Harry S. Truman Building, ensuring full compliance with local and federal regulations and standards.

• Design-Build Construction Services: Firm-fixed price contract.

• Interior Renovation: Includes demolition and new construction of architectural elements, finishes, cabling, physical security, mechanical, electrical, plumbing, life safety, and fire protection systems for teller areas, offices, conference room, break room, and lobby.

• Demolition and Site Preparation: Removal of specified elements and infrastructure, with daily debris hauling away (no dumpsters allowed). Site protection measures are required.

• Accessibility Improvements: Modifications to meet ABA (Architectural Barriers Act) standards for Accessible Design (2004).

• Specific Renovations (Attachment A): Includes replacing cubicles, new paint, carpet, ceiling & lighting, check-in desk, drywall installation, ATM relocation, coffee station, teller line demolition and rebuild (2 stations: 1 TCR, 2 CSR), break room enlargement, new viewing room, office conversion, ITM confirmation, privacy film on windows, LED lighting replacement, and new finishes (LVP flooring, base, paint) throughout.

• Compliance with all relevant federal standards and regulations.

• Focus on quality, regulatory compliance, and minimal disruption to tenant operations.

• Adherence to OSHA standards for construction site safety.

• Location: Harry S. Truman Building.

• Work Hours: Monday-Friday, 6:00 AM to 6:00 PM, with noisy/odor-producing work outside these hours. Weekend/after-hours work requires advance scheduling.

• Planned Start Date: October 2026.

• Security: All personnel must be DOS badged or escorted. Materials will be inspected upon delivery. Adherence to DOS security requirements.

• Deliverables: Project Schedule, Inspection Reports, As-Built Drawings, Operations & Management Documentation (O&M), and training on new systems/equipment.

• Site Requirements: No parking, staging, or storage provided by the government. Contractor must haul away trash daily.

• Exclusions: Major structural modifications or conditions outside standard renovations are excluded unless explicitly mentioned.
