Hartville WUI Vegetation Treatment - High Plains District Office, Wyoming

The Bureau of Land Management, Wyoming, has a requirement for manual thinning, manual piling, and manual lop and scatter of juniper for wildlife habitat improvement and fuels reduction on approximately 398 acres. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested, and a written solicitation will not be issued. Consider this solicitation (140L3726Q0002) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is set aside for small businesses. NAICS 115310 ¿ Support Activities for Forestry - Fuels Management Services, which has a small business size standard of $34M, with a Product Service Code F014 ¿ Natural Resources/Conservation- Tree Thinning. In accordance with the procedures in FAR Part 12 and 13, RFQ 140L3726Q0002 is available for viewing through electronic commerce via Bureau of Land Management's website at https://beta.sam.gov.
The government will award a purchase order to the lowest-priced, technically acceptable, and responsible offeror. Refer to provision 52.212-2, "Evaluation Factors," for details on what your quote must include. Moreover, any late quotes will not be accepted.

What must be included in your quote to be considered for award:
1. Signed SF1449 and include with your solicitation packet.
2. The successful offeror will be selected based on all evaluation factors outlined in (Section C) of the Performance Work Statement (C.7), see attachment. Please submit required documents for consideration.
3. Complete the Price Schedule listed above.
4. The included reps and certs, which can be found in the provisions, must be filled out as recent changes to the FAR have been implemented and are not fully updated in Sam.gov.
5. Acknowledgement (signed SF 30) of all amendments, if applicable.

Technical questions regarding this RFQ shall be submitted in writing via email to the Contract Specialist Linda Neely at lneely@blm.gov by no later than November 25, 2026. Any questions received will be answered via an amendment to the solicitation on or about December 1, 2026. All Quotes are due December 4, 2026, 0900 MST.
