The contractor will harvest approximately 308 EAB-infested ash trees from specified locations in Winnebago County, Wisconsin (Scharine Property in Fox Crossing and Winnebago Community Park in Oshkosh). Services include tree removal, disposal, transportation, bucking, loading, and stacking. The Government will mark trees for removal. Harvested trees must be transported to Government facilities in Howell, MI, and Brighton, MI, with great care taken to keep the bark intact.

Key performance requirements include:

  • Completion of all work by March 1, 2026.
  • Cutting trees as close to the ground as possible (max 4 inches).
  • Cutting harvested trees into segments 20-27 inches long; logs over 15 inches DBH must be split.
  • Proper disposal of waste and collateral trees according to permits.
  • Restoration of property to original condition.
  • All tree harvesting services must be performed under the guidance of an ISA Certified Arborist or State Master Logger.
  • Contractor must maintain sufficient crews and comply with all Federal, State, and local labor safety, health, and sanitation laws. Employees require background checks and E-Verify.

Contract Details

This is a Combined Synopsis/Solicitation for an anticipated Firm-Fixed-Price Requirements Contract. The contract will consist of one base period and two option periods, with a total duration not exceeding one year. The Product Service Code is S208 (Landscaping/Groundskeeping Services).

Evaluation & Submission

Award will be made to the offeror representing the best value to the Government, utilizing a Lowest Price Technically Acceptable (LPTA) approach. Evaluation criteria include Technical Approach, Price, and Past Performance. Technical acceptability is as important as price, and all technical factors must be rated "acceptable."

Offerors must submit:

  • Company information, resource descriptions, and a detailed project schedule.
  • Evidence of required arborist certifications.
  • Three examples of recent and relevant past performance for forest tree harvesting operations.
