This is a combined synopsis/solicitation for commercial services, specifically requesting quotes for haul-out, drydocking, crane support, and relaunch services for Response Boat-Medium (RBM) 45753. The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) intends to award a competitive, firm-fixed-price purchase order.

• Haul-Out and Drydocking: Haul vessel from pier, block and support it securely, and relaunch using appropriate equipment.

• Crane Services: Provide crane and rigging support for lifting the RBM from water, placing it on blocking, and relaunching.

• Sea Trial Support and Reporting: Support sea trials if applicable, and submit Condition Found Reports (CFRs) for any identified deficiencies or damage.

• Clean-Up: Remove and dispose of hazardous waste, trash, and debris, maintaining a clean worksite.

• Contract Type: Firm Fixed Price Purchase Order

• Period of Performance: Within twenty (20) working days from the scheduled haul-out date, commencing upon contract award and acceptance.

• Place of Performance: USCG Station Apra Harbor, Naval Base Guam, Sumay Cove, Santa Rita, GU 96915.

• Evaluation Criteria: Quotes will be evaluated based on Technical Capability, Past Performance, and Price.

• Set-Aside: Small Business

• Invoicing: All invoicing must be processed through https://www.ipp.gov.

• FAR Clauses: The solicitation incorporates relevant FAR clauses, including those related to commercial items, service contract labor standards, and prohibitions on certain telecommunications equipment.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide haul-out, drydocking, crane support, and relaunch services for Response Boat-Medium (RBM) 45753 at USCG Station Apra Harbor, Naval Base Guam.

• Haul-Out and Drydocking: The contractor shall haul the vessel from Sumay Cove Marina pier using appropriate equipment, securely block and support it according to standards, and launch it upon work completion.

• Crane Services: Provide crane and rigging support for lifting the RBM from the water, lowering it onto blocking, and relaunching it. The U.S. Coast Guard will handle disconnections and re-installations outside of crane operations.

• Sea Trial Support and Reporting: Provide support during sea trials, if applicable, and submit all Condition Found Reports (CFRs) to the Contracting Officer’s Representative.

• All work must be completed within twenty (20) working days from the scheduled haul-out date, unless approved otherwise by the Contracting Officer.

• Workmanship must adhere to industry best practices and be performed by experienced personnel, supervised to the satisfaction of the Contracting Officer.

• The contractor shall identify, document, and submit all applicable Condition Found Reports (CFRs).

• Commencement: Upon contract award and acceptance, as soon as availability permits.

• Completion: Within twenty (20) working days from the scheduled haul-out date.

• Location: USCG Station Apra Harbor, Naval Base Guam, Sumay Cove, Santa Rita, GU 96915.

• Site Visit: Date and time to be determined upon contract award.

• Condition Found Reports (CFRs): Any additional deficiencies found after haul-out must be immediately reported. Work outside the original scope requires approval and commercial quotations.

• Notifications: Immediately notify the Contracting Officer’s QAE Representative of the intended start date after award.

• Permits: Obtain all necessary appointments, licenses, permits, and certifications. Comply with all applicable federal, state, local, and installation regulations.

• Clean-Up: Remove and dispose of hazardous waste, trash, and debris. Maintain a clean worksite.

• Oral Modifications: No oral statements will modify the contract terms.
