HAVO Furnish and Install Canopy Tents

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide durable temporary covered storage areas at Hawaiʻi Volcanoes National Park (HAVO) to support park maintenance and construction operations, specifically for the rain shed area.

• Procurement, delivery, assembly, and installation of two (2) container canopy tent systems.

• Systems must be designed for mounting between standard shipping containers and provide weather-resistant outdoor storage.

• Contractor to provide all labor, materials, equipment, transportation, and supervision.

• Two (2) 40-foot x 40-foot x 16-foot Dual-Truss Container Canopies.

• UV-resistant, waterproof, fire-rated polyethylene or PVC fabric cover.

• Galvanized or powder-coated steel components with corrosion protection.

• Must meet or exceed applicable Hawaiʻi wind load requirements.

• Full solid rear wall and full enclosure with roll-up access door at the front.

• Integrated ventilation features.

• Installation at two specified locations within the HAVO rain shed area (locations identified in Appendix B).

• Site preparation to ensure level, stable, and debris-free installation surfaces.

• Anchoring and assembly according to manufacturer recommendations and safety standards, stable in winds up to 30 mph.

• Post-installation verification of secure and stable systems.

• Provision of installation verification documentation, manufacturer warranty, maintenance instructions, user manuals, and product specifications.

• Minimum one-year warranty covering materials, workmanship, and installation defects.

• Place of Performance: Hawaiʻi Volcanoes National Park, 1 Crater Rim Drive, Hawaii National Park, HI 96718.

• Period of Performance: Sixty (60) calendar days after receipt of award.

• Delivery and installation to be completed within thirty (30) calendar days after receipt of award.

• Coordination with the Government-designated Contracting Officer's Representative (COR) for site access, delivery, and operations.

• Compliance with all applicable Occupational Safety and Health Administration (OSHA) requirements.

• Implementation of fall protection measures and minimization of impacts to park visitors and resources.

• Strict adherence to Invasive Species Standard Operating Procedures (Appendix A), including cleaning and inspection of all vehicles, machinery, and equipment prior to entering the park.

• No Government-furnished property, equipment, materials, or services will be provided.

• Contractor personnel must present a professional appearance and wear appropriate work clothing and safety equipment.

• Vehicles, equipment, and materials entering the park must comply with inspection and cleaning requirements.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ) under solicitation number 140P8226Q0034. It constitutes the only solicitation, and a written solicitation will not be issued. The acquisition is a Total Small Business Set-Aside.

• Furnish and install two container canopy tents at Hawaii Volcanoes National Park, Island of Hawaii, HI.

• Includes invasive species inspection.

• The contractor shall provide all supervision, labor, materials, and equipment necessary for the task.

• Contract type: Firm-Fixed Price.

• Anticipated performance start date: On or before August 1, 2026.

• Delivery Date: September 30, 2026.

• Period of Performance: August 1, 2026, to September 30, 2026.

• The government intends to award a Purchase Order or establish multiple-award Blanket Purchase Agreements.

• Quotes are due by 05:00 PM HT on June 12, 2026.

• All quotes must be emailed to Christine_Tapp@ios.doi.gov.

• Evaluation factors: Price and Technical (ability to meet requirements).

• Offerors must submit a completed checklist with their quote, including confirmation of active SAM.gov registration, company information, and signed SF-1449.

• Offerors must explain in detail how they will complete the requirements, including installation, shipping, and delivery with invasive species inspections.

• Total Small Business Set-Aside.

• An active SAM.gov registration is required at the time of quote submission to be considered for award.
