This document is a combined synopsis/solicitation (RFQ) for commercial services to provide solid waste, construction debris, and metal waste collection, transport, and disposal services for Hawaii Volcanoes National Park (HAVO). The services include container provision and servicing, scheduled and emergency waste collection, disposal, and reporting.

• Provision and servicing of waste containers.

• Scheduled and emergency waste collection and disposal.

• Reporting of disposal weights.

• Maintenance of all equipment and containers.

• Compliance with the attached Performance Work Statement (PWS).

• The government intends to award a Firm-Fixed-Price (FFP) contract.

• The contract will consist of one base year and four option years, plus a six-month service extension.

• Anticipated start date is on or before June 10, 2026.

• Quote Due Date: June 2, 2026, by 11:59 P.M. HT.

• Questions/RFIs Due Date: May 25, 2026, by 12:00 P.M. HT.

• Quotes must be submitted electronically to Lei Yang at lei_yang@ios.doi.gov.

• Quotes must be submitted in two separate volumes: Volume I (Technical Quote) and Volume II (Price Quote).

• The Technical Volume must not contain pricing information.

• Evaluation: A tradeoff approach will be used, with non-price factors considered more important than price. Evaluation factors include Technical, Past Performance, and Price.

• This solicitation is issued as a Total Small Business Set-Aside.

• NAICS Code: 562111 (Solid Waste Collection and Related Services).

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular Number: 2026-01.

• Proposed pricing must be held valid for not less than 60 days.

• The attached PWS (16 pages) provides detailed requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a contract for the collection, transportation, and disposal of municipal solid waste, construction debris, and metal waste generated at Hawaii Volcanoes National Park (HAVO).

• Provide personnel, labor, supervision, equipment, dumpsters, supplies, transportation, tools, materials, permits, and disposal services.

• Offer collection and removal services for municipal solid waste, construction waste, and metal waste using specified container sizes (3 CY, 10 CY, or 30 CY) and service frequencies.

• Report the weight of all solid waste removed.

• Provide and service emergency response waste containers upon direction.

• Ensure all vehicles, equipment, and materials are clean and free of invasive species prior to entering the park, adhering to strict prevention protocols.

• Scheduled Waste Collection: ≥ 95% pickups completed on time.

• Emergency & Additional Pickups: Response within 24 hours; ≥ 95% requests completed as scheduled.

• Container Condition: ≥ 95% containers meet standards (free of defects, properly labeled, clean).

• Contract duration: One base year with four additional one-year option periods (not to exceed five total years).

• Place of Performance: Hawaii Volcanoes National Park Rain-shed Area.

• Contractor is responsible for obtaining and maintaining all required state and county permits and associated fees.

• Containers must be maintained in safe, sanitary, and serviceable condition, with prompt repairs or replacements for defective units.

• Contractor must comply with all applicable federal, state, and local solid waste regulations, EPA guidelines, and industry standards.

• Strict adherence to invasive species prevention protocols is required for all vehicles, equipment, and materials entering the park.

• Invoicing and payment submissions must be through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
