This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ) under solicitation number 140P8226Q0022. It constitutes the only solicitation, and written quotes are requested. A written solicitation will not be issued separately. The acquisition is a Total Small Business Set-Aside.

• Furnish and deliver two (2) electronic message signs to Hawaii Volcanoes National Park.

• Provide all necessary supervision, labor, materials, and equipment.

• The contractor must ensure compliance with specifications detailed in the attached "Specifications - HAVO Two Electronic Message Signs" document.

• Invasive species inspections are to be included in shipping and delivery.

• Contract type: Firm-Fixed Price.

• The government intends to award a Purchase Order or establish multiple-award Blanket Purchase Agreements.

• Evaluation Factors: Offers will be evaluated based on Price and Technical factors. Technical evaluation will assess the contractor's ability to meet the requirements based on required submissions.

• Required Submissions: Offerors must submit a completed checklist, confirm active SAM.gov registration, provide company information, acknowledge SF-1449, and submit signed amendments if applicable. Cut sheets describing the product(s) are also required. Offerors must also explain how they intend to complete the requirements, including shipping and delivery details.

• Quote Validity: Quoted pricing must be held valid for not less than 60 days.

• SAM.gov Registration: An active SAM.gov registration is required at the time the Government receives the quote and to be considered for award. Quotes from contractors without active SAM.gov registration at the time of submission will be considered unresponsive.

Specifications / Attachment

This document outlines the specifications for two (2) Electronic Message Sign Boards to be purchased by Hawaii Volcanoes National Park (HAVO). The purpose of these signs is to enhance visitor safety, traffic management, and emergency communications within the park.

• Quantity: Two (2) Electronic Message Sign Boards.

• Display: Full-matrix, variable message display with multi-line text and basic graphics; high-resolution amber LED modules with automatic brightness control.

• Durability: Corrosion-resistant aluminum or powder-coated steel cabinet, weatherproof enclosure rated for continuous outdoor use.

• Security: Lockable control panel and battery box.

• Communication: Integrated cellular modem for remote programming and real-time updates.

• Dimensions: Specific ranges for travel height, deployed height, width, and overall length are provided.

• Portability: Commercial-grade trailer designed for safe roadside deployment and repositioning, with features like stabilizing outriggers or leveling jacks.

• Documentation: Requires Operation & Maintenance Manual, Original Bill of Sale, Manufacturer's Statement of Origin, and clear legal title.

• Keys: Two complete key sets for all doors, hatches, and ignition.

• Inspection: Government reserves the right to inspect delivered items at the time of delivery and within business days thereafter.

• Acceptance: Government may reject non-conforming or defective items. Contractor is responsible for replacement at no cost.

• Location: Hawaii Volcanoes National Park, 1 Crater Rim Drive HNP, HI 96718.

• Unloading: Contractor is responsible for providing all necessary equipment for offloading; no park-operated forklift will be available.

• Scheduling: Delivery Monday-Thursday, 6:00 AM - 4:00 PM HDT. Contact COR within 7 days of award to coordinate.

• Special Inspections: Vehicles subject to invasive species inspection prior to entering the park. Coordination required no later than 7 days before intended delivery.

• Payment made through the Invoice Processing Platform (IPP).

• Invoices must be submitted to the Contracting Officer's Representative or Park Point of Contact for review and approval prior to submission to IPP.

• All products must meet the requirements set forth by the BUY AMERICAN ACT.

• Incidental installation is not applicable.

This document outlines the Invasive Pest Prevention Standard Operating Procedures (SOPs) for Hawaiʻi Volcanoes National Park. It details protocols to prevent the introduction of harmful invasive pests, including coqui, ants, weeds, and Rapid ‘Ōhi‘a Death (ROD).

Compliance with these SOPs is mandatory for all project leaders, contractors, and concessioners entering the park. Key requirements include:

• Vehicle and Equipment Cleaning: All vehicles, machinery, and equipment must be thoroughly cleaned and pressure washed (hot water preferred) before entering the park. This includes removing all debris, mud, plant matter, and pests. Interiors must be vacuumed, and floor mats sanitized.
• Inspections: Vehicles and equipment are subject to inspection for invasive ants and other pests. Inspections may occur outside the park. A specific ant testing method using baited chopsticks is described. Vehicles failing inspection will be turned away.
• Sanitization: Cutting tools must be sanitized to prevent ROD. Imported firewood, logs, and ‘ōhi‘a parts are restricted.
• Personal Gear: Field workers must inspect and clean personal clothing, boots, and gear before and after entering the field.
• Base Yards and Staging Areas: These areas must be kept free of invasive pests and may be inspected regularly.
• Scheduling Inspections: Inspections must be scheduled at least 3 business days in advance via email to Kim_Dillman@nps.gov, providing specific details about vehicles and equipment.

Failure to comply may result in denial of park entry or removal. Bidders should carefully review these procedures as they will impact project operations and costs.
