This document is critical for any contractor, concessioner, or individual working within or bringing vehicles, machinery, or equipment into Hawaiʻi Volcanoes National Park. Key requirements include:

• Vehicle and Equipment Cleaning: All items must be thoroughly cleaned and free of debris, mud, plant matter, and pests before entering the park. This includes pressure washing, vacuuming interiors, and sanitizing floor mats. Inspections are mandatory, and non-compliant items will be turned away.
• Invasive Ant Testing: Vehicles and equipment will be inspected for invasive ants using baited chopsticks. If ants are found, the item will be denied entry until sanitized and re-tested after a resting period. Treatment is the owner's responsibility.
• Base Yards and Staging Areas: These areas must be kept free of invasive pests and may be inspected regularly.
• Rapid 'Ōhiʻa Death (ROD) Prevention: Cutting tools must be sanitized, and wounding of 'ōhiʻa trees should be minimized. Specific procedures for cutting and treating 'ōhiʻa are provided.
• Prohibited Items: Imported firewood, logs, and 'ōhiʻa parts are generally not allowed unless sourced from approved sites.
• Field Work Protocols: Personnel working in the field must inspect and clean their clothing, gear, and equipment before and after fieldwork.
• Inspection Scheduling: Inspections must be scheduled at least 3 business days in advance via email, providing detailed information about vehicles and equipment. Contact information for scheduling is provided.

• Condition: Lumber is specified as either Green (GRN, not kiln-dried) or Kiln Dried (KD), with specific grades like APP (Appearance Grade) or STK (Select Tight Knot).

• Delivery: Items to be delivered to HAVO rain shed at 1 Crater Rim Drive, HNP HI 96718. Contractor is responsible for providing unloading equipment.

• Inspection: Contracting Officer's Representative will inspect delivered items at the time of delivery. Non-conforming items may be rejected.

• Invasive Species Inspection: Vehicles must be inspected for invasive species prior to entering the park, coordinated with NPS representatives at least 7 days prior to delivery.

• Payment: Via Invoice Processing Platform (IPP), with invoices submitted to the Contracting Officer's Representative or Park Point of Contact for review and approval.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial products and services. The National Park Service (NPS) is procuring lumber materials for the Hawaii Volcanoes National Park. This announcement constitutes the only solicitation; written quotes are requested, and a formal solicitation document will not be issued.

• Furnish and deliver various lumber materials to the rain shed at Hawaii Volcanoes National Park.

• Specific lumber items include Deck Boards, Top Rail, Post Up Right, Girder Beam, Support Footing Beams, X Bracing, Knee Bracing, Scab Supports, and Spindle Trim.

• Shipping and Delivery are required, including invasive species inspections.

• The contractor shall provide all necessary supervision, labor, materials, and equipment.

• The government intends to award a Purchase Order or establish multiple-award Blanket Purchase Agreements.

• The contract type is Firm-Fixed Price.

• The anticipated performance start date is on or before August 1, 2026.

• Quoted pricing must be valid for at least 60 days.

• Quotes must be submitted via email to Christie Tapp (Christine_Tapp@ios.doi.gov) no later than 05:00 PM HT on June 11, 2026.

• Evaluation will be based on price and technical factors.

• Offerors must submit a completed checklist with their quote, confirm active SAM.gov registration, provide company POC information, and sign the SF-1449.

• Offerors must also provide cut sheets describing the product(s) offered and explain how they intend to complete the requirements, including details on shipping and delivery with invasive species inspections.

• This solicitation is issued as a Total Small Business Set-Aside.

• An active SAM.gov registration is required at the time of quote submission to be considered for award.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular Number: 2026-01, Effective Date: 03/13/2026.
