Quick Summary

The U.S. Army Corps of Engineers, New England District plans to issue an Unrestricted Invitation for Bids (IFB) for the Removal and Disposal of a Hazard to Navigation in the Federal Navigation Project at Portland Harbor, Maine. This presolicitation outlines the requirement to remove a submerged wooden wharf pile obstructing the channel. The solicitation is anticipated to be available on or about mid-April 2026.

Scope of Work

The successful bidder will be responsible for providing all personnel, labor, materials, and floating plant necessary to remove and dispose of a submerged obstruction in the Federal Navigation Project (FNP) at Portland Harbor, Maine. The obstruction is identified as an approximately 32-foot long, 2-foot diameter wooden wharf piling, located approximately 240 feet off Holyoke Wharf at position 43° 38 55.22N, 070° 15 15.96W, within the 35-foot deep Fore River channel. The pile extends above the channel bottom at elevation -30.8 feet below Mean Lower Low Water (MLLW). The primary objective is to remove the pile in its entirety. If full removal is not feasible, removing the portion above the mudline and below -35.5 feet MLLW or deeper is acceptable. Photo verification and post-removal hydrographic surveys will be required for acceptance.
