Quick Summary

The U.S. Army Corps of Engineers, New England District has issued a Presolicitation for the Removal of a Hazard to Navigation in the Federal Navigation Project at Portland Harbor, Maine. This procurement is an Unrestricted Invitation for Bid (IFB), with the solicitation expected to be available on or about mid-April 2026.

Scope of Work

The successful bidder will provide all personnel, labor, materials, and floating plant to remove and dispose of a submerged obstruction in Portland Harbor. The obstruction is identified as a wooden wharf pile, approximately 32 feet long and 2 feet in diameter, located at position 43° 38' 55.22"N, 070° 15' 15.96"W, within the 35-ft deep Fore River channel. The pile's tip elevation is -30.8 feet below Mean Lower Low Water (MLLW). The primary objective is complete removal and disposal of the pile. If full removal (including the portion below the mudline) is not feasible, removal of the portion above the mudline and below -35.5' MLLW or deeper is acceptable. Work acceptance requires photo verification and government hydrographic surveys confirming clear depth. All operations, including underwater diving, must adhere to EM 385-1-1 (15 March 2024 Version) and all Federal, State, and local requirements.
