Statement of Work (SOW) / Performance Work Statement (PWS)

To provide fuel reduction treatments for the US Fish & Wildlife Service at Hagerman National Wildlife Refuge by mechanically thinning and removing vegetation to improve burn unit control lines, thereby reducing wildfire risk and enhancing management capabilities.

• Mechanically thin and remove approximately 105 acres of vegetation, expanding existing fuel breaks by an additional 100 feet.

• Target vegetation includes dense, mature growth Eastern Red Cedar, Cedar Elm, Winged Elm, Honey Locust, Bois d'Arc, and other undesirable woody species.

• Oak and hickory trees with a DBH of six inches or greater are to be left undisturbed.

• Work involves thinning along the interior of units to reduce fuel loading.

• Utilize tracked and wheeled machines providing low ground pressure; no digging or grubbing.

• Stumps must be cut flush or below ground level.

• Cut material can be scattered (not exceeding 18 inches in height) or chipped and evenly distributed (no more than 8 inches deep).

• No pile burning is permitted.

• Period of Performance: Contract award date to September 1, 2026.

• Work Completion Deadline: September 15, 2026.

• Work Commencement: Within 30 days of award.

• Place of Performance: Hagerman National Wildlife Refuge, Sherman, TX.

• Recommended contractor business address within 50-100 miles of the refuge headquarters.

• Non-Personnel Services Contract: Government will not exercise supervision or control over contractor personnel.

• Access: Two-track road access is available; refuge staff will perform necessary road construction. Site access, equipment storage, and environmental concerns to be addressed in project meetings.

• Coordination: Essential coordination with regional oil and gas specialist and personnel to avoid damage to infrastructure.

• Hours of Operation: Normal hours are daylight, Monday through Sunday. Variances require written request to the Contracting Officer (CO).

• Federal Holidays: Contractor is not required to provide services on specified Federal holidays.

• Weather Conditions: Work may be restricted due to wet ground conditions or extreme fire danger. Extreme fire danger may require shutdowns or reduced hours.

• Wildfire Prevention: Contractor must adhere to a comprehensive Wildfire Prevention Plan, including fire prevention, immediate suppression actions, wildfire response, and specific equipment requirements (spark arresters, fire toolbox, communication, etc.). Violations may result in contract suspension.

• Key Personnel: Contract Manager and Site Project Leader are considered key personnel.

• Identification of Contractor Employees: Employees must identify their contractor status when necessary.
