Contract Details

This will be a Firm Fixed Price (FFP) contract with Cost No Fee (CNF) for Other Direct Costs (ODCs). The period of performance includes a base period of 12 months, four 12-month option years, and a potential 6-month extension, not exceeding 60 months in total. This is an 8(a) Set-Aside (FAR 19.8). A Collective Bargaining Agreement (CBA) is applicable, and the Wage Determination No 2015-5229 for El Paso and Hudspeth counties, TX, must be adhered to. The Government will provide furnished facilities (HAZMART warehouses, office), equipment, and vehicles.

Submission & Evaluation

Proposals are due by May 11, 2026, at 9 AM Central Time. Submissions must be electronic, in PDF format, 8.5" x 11", with a minimum 11-point font. They should include Volume I – Technical Submission (15-page limit, sanitized copy required), Volume II – Price/Administrative Submission (5-page limit), and Past Performance Information (15-page limit). Evaluation factors include Technical Capability, Price (for reasonableness), and Past Performance. Award will be made to the offeror with the lowest evaluated reasonable price among technically acceptable offers with satisfactory or neutral past performance. Questions were due by May 5, 2026. A site visit was scheduled for May 4, 2026.

Key Clarifications

This is a follow-on requirement. Currently, no positions require a SECRET security clearance. The contractor is not expected to transport hazardous materials between buildings or off-post locations. Third-party ISO 9001 and/or ISO 14001 certification is required. All labor, materials, packaging, transportation, and disposal costs for hazardous waste must be included in the firm-fixed-price, unless government-provided disposal services are specified.
