• Analyte Lists: Specific analyte lists for Halogenated Volatile Organics, Non-Halogenated Volatile Organics, and Aromatic Volatile Organics are not provided upfront but are determined by sampling location and waste type. TCLP is a common method for Volatile Organics. Heavy Metals, VOCs, pesticides, and PCBs are sampled for Aerial Spray waste streams annually. Industrial Wastewater Treatment Plant (IWTP) samples quarterly for NPDES permit requirements, including BOD, COD, various metals, TSS, pH, cyanide, oil & grease, temperature, and Hexavalent Chromium. Annual TTO sampling covers VOCs, SVOCs, heavy metals, pesticides & PCBs, pH, cyanide, and total phenols (approx. 150 analytes).
• Analytical Methods: The most current and approved EPA methods must be used. Regulatory-approved alternate standard methods are acceptable if they comply with 40 CFR 136 or are incorporated by reference in 40 CFR Part 136, or approved under SDWA. Labs must be certified and accredited.
• Sampling Logistics: Sampling is primarily on a "Will-Call" basis for newly identified waste streams, but IWTP and annual TTO can be scheduled. Aerial Spray waste streams are sampled annually and can be scheduled. All other waste streams require sampling every 3 years. Efforts are made to align sampling with quarterly IWTP samples.
• Reporting Turnaround: The 15-day turnaround time for report submission is 15 business days.
• Certifications: CMMC certification is not required for subconsultants performing laboratory analysis under this contract. DoD-specific lab certification (ELAP) is only required for DERP activities; NELAP/NELAC accreditation is acceptable for compliance monitoring, though ELAP and State/EPA accreditation are preferred, especially for PFAS.
• Base Access: Personnel requiring base access for sampling or pickup must complete a form with driver license, DOB, and SSAN for background checks. Initial entry requires registration at the visitor center with DL, vehicle registration, and insurance. This form needs annual updates.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial services related to hazardous waste and water testing and analysis. The 910th AW requires a Blanket Purchase Agreement (BPA) for these services, as detailed in the attached Performance Work Statement (PWS).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, material, equipment, and transportation for the collection, transport, and analysis of hazardous waste and wastewater samples from the 910th Airlift Wing, Youngstown Air Force Reserve Station (ARS), Vienna, OH.

• Collect, transport, and analyze hazardous waste samples (solid, liquid, gas) and wastewater samples.

• Provide laboratory results upon completion of analysis.

• Adhere strictly to quality assurance/quality control (QA/QC) procedures.

• Comply with Federal, State, and Local regulations and specified EPA publications.

• Maintain chain-of-custody records for all samples.

• Perform specific analytical testing parameters for wastewater and hazardous waste as detailed in the document.

• Contractor may be responsible for sample collection or providing containers and preservatives if base personnel collect samples.

• Analytical procedures and collection methods must be in accordance with Federal, State, and Local regulations and listed EPA publications.

• Limits of Detection (LOD) must be established and approved prior to sample submission, not exceeding Federal or State standards.

• Chemical analysis reports must be submitted within 15 days of sample collection.

• Reports must include specific information as outlined in the document (e.g., Air Force Test ID, location, methods, compounds, detection limit, amount found, units).

• QA/QC samples (Trip Blank, Equipment Blank, Field Duplicates) are required.
