Limitations on Subcontracting
A key focus is the ability of small businesses to comply with FAR 52.219-14 Limitations on Subcontracting (CLASS DEVIATION 2021-O0008), which limits subcontracting to non-similarly situated entities to 50% of the contract value. Given that most Treatment, Storage, Disposal Facilities (TSDFs) are large businesses, respondents must explain how they would meet this requirement. A listing of proposed TSDFs, identifying them as similarly situated or not, is required. If unable to meet these limitations, firms should email Andrea.Tichenor@dla.mil to express interest without submitting a capabilities package.
Submission Requirements
Interested firms capable of meeting the subcontracting limitations must submit a brief capabilities package (max three pages, 12-point font) via email to Andrea.Tichenor@dla.mil with "SOURCES SOUGHT HAZ WASTE BARSTOW/CHINA LAKE" in the subject line. The package must include:
- Company name, office location(s), CAGE Code, and small business category/status.
- Relevant experience within the last five years (contract numbers, points of contact).
- A statement explaining ability to comply with FAR 52.219-14 Limitations on Subcontracting.
- A listing of proposed TSDFs, identifying their status (similarly situated or not).
