Statement of Work (SOW) / Performance Work Statement (PWS)

To procure services for the removal and disposal of hazardous, universal, and selected non-hazardous waste from the U.S. Horticultural Research Laboratory (USHRL) in Fort Pierce, FL.

• The contractor shall profile, manifest, stabilize, remove, and transport all listed hazardous, non-hazardous, and universal waste materials from the USHRL to a federally approved disposal site.

• This includes providing all necessary labor, materials, safety equipment, stabilization services, containers, transportation, licenses, permits, and supervision.

• The contractor must comply with all applicable Federal, State, and local regulations governing waste handling, characterization, stabilization, packaging, labeling, storing, transportation, and disposal.

• Place of Performance: USDA/ARS U.S. Horticultural Research Laboratory, 2001 South Rock Road, Fort Pierce, Florida 34945.

• Period of Performance: Disposal to be completed by June 30, 2026.

• Pickup Procedures: Contractor personnel must coordinate pick-up times, wear appropriate protective gear, and complete transport within three Federal workdays.

• Waste Sorting & Transport: Waste must be sorted by hazardous properties, packed, labeled, and transported in DOT-approved vehicles.

• Manifest Preparation & Shipping Data: The contractor must provide data for waste transportation and complete Uniform Hazardous Waste Manifests (EPA Form 8700-22 or latest revision), submitting them to the USHRL Hazardous Waste Coordinator and the EPA eManifest system.

• Certificates of Disposal: Certificates must be forwarded to the HWC within three months of receipt at the disposal facility, detailing container information, disposal method, and facility location. Quarterly status reports on pending certificates are required.

• Key Deliverable: First removal of all hazardous, universal, and non-hazardous material, emptying room C-104 in the USHRL Hazardous Waste Marshalling Area, by June 30th.

• The contractor must be able to stabilize chemicals, including high-hazard chemicals, for transport.

• Personnel must be trained in Hazardous Waste Operations and Emergency Response.

• Contractor staff must coordinate with the USHRL Hazardous Waste Coordinator for pick-up times and schedules (Monday-Friday, 7:30 am to 4:00 pm, excluding federal holidays).

• The contractor will be granted full, unobstructed access to the USHRL Hazardous Waste Marshalling Area.

• Any travel expenses must be included in the quote.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Hazardous Waste Removal Services. The government is procuring these services to meet a requirement detailed in an attached Statement of Work (SOW).

• Hazardous Waste Removal Services as per the attached Statement of Work (Attachment 2) and chemical list (Attachment 3).

• Vendors must be active and registered in the System for Award Management (SAM.gov) at the time of quote submission and award.

• Anticipated Award Type: Firm-fixed price contract.

• Period of Performance: Must be completed by June 30, 2026.

• The government intends to make one award.

• Quotes are due no later than 10:00 am Mountain Daylight Time on Tuesday, April 28, 2026.

• Quotes must be submitted electronically via email to frank.palmer@usda.gov. No faxed or hard copy quotes are allowed.

• Final day for question submission: 10:00 am Mountain Daylight Time on Friday, April 24, 2026.

• Award will be made on a Best Value basis, considering price and other factors. The evaluation process will involve a comparative evaluation of quotes based on technical capabilities, relevant experience, past performance, and price.

• Applicable NAICS Code: 562112.

• Small Business Size Standard: $47.0 million.

• This acquisition is a Total Small Business Set-Aside.

• The solicitation incorporates numerous Federal Acquisition Regulation (FAR) clauses and provisions by reference. Full text may be accessed at www.acquisition.gov.

• Payment will be made via the Department of the Treasury Invoice Processing Platform (IPP.gov).
