Scope of Work
Contractor work involves the end-to-end management of various waste types, including Resource Conservation and Recovery Act (RCRA) hazardous wastes, non-RCRA wastes, State-Regulated wastes, Universal Wastes, Compressed Gases, Polychlorinated Biphenyls (PCBs), and Per- and Polyfluoroalkyl Substances (PFAS). Services also include sampling, analytical services, equipment rental, overpacking/loose-packing, lab packing, industrial cleaning, and removal of ozone-depleting substances (ODS) appliances.
Geographic coverage includes installations in Austria, Bulgaria, Croatia, Czechia, Estonia, Finland, Greece, Hungary, Kosovo, Latvia, Lithuania, Montenegro, Norway, Poland, Romania, Slovakia, Slovenia, Sweden, and Israel, with potential for additional Eastern European countries. Services may also be required within a 50-mile radius of specified pickup locations.
Exclusions: Infectious/biohazardous medical wastes, controlled pharmaceutical wastes, radioactive wastes, and Materials Potentially Presenting an Explosive Hazard (MPPEH) are explicitly excluded. All operations must comply with Host Nation (HN) and European Union (EU) standards, laws, and regulations, including ADR and IMDG codes.
Contract Details
- Contract Type: Combined Synopsis/Solicitation (Request for Proposal - RFP) for Commercial Items.

- Small Business Size Standard: $47 Million.

- Period of Performance: One 30-month base period (anticipated July 2026 - January 2029) and one 30-month option period.
Evaluation Factors
Proposals will be evaluated using a Best Value Trade-off Process, with Past Performance significantly more important than Price.
- Past Performance: Assessed based on recency (within the last 2 years), relevance (scope, magnitude, complexity), and quality, using a Performance Confidence Assessment. Offerors must provide information for up to three contracts, and references will complete a PPI Questionnaire (Attachment 7).
- Price: Evaluated for reasonableness. Options will be evaluated by adding the total price for all options to the basic requirement, plus an additional 20% of the last priced performance period for potential extensions.

- Volume I: Proposal Certifications and Price Schedule (using Amendment 5 Updated Price Schedule).

Maximum email size is 5MB per message; multiple messages must be numbered. Offerors must hold prices firm for 90 calendar days. Mandatory FAR provision fill-ins (Attachment 9) are required.
