This solicitation is for the Ohio National Guard to procure Homeland Response Force (HRF) with IFSAC or ProBoard Operations Level HAZMAT training. The training is a three-day course and will be conducted within the State of Ohio.

• Offerors need to be certified as SDVOSB in veterans.certify.sba.gov.

Performance Work Statement (PWS)

To provide IFSAC or ProBoard Operations Level HAZMAT training services for the Ohio National Guard's Homeland Response Force (HRF).

• Provide all personnel, equipment, tools, materials, supervision, and quality control for Structural Collapse Venue Simulator Services.

• Furnish personnel managers, Area Command and Incident Command Role Players, and acting coaches with necessary skills.

• Conduct a three-day IFSAC or ProBoard HAZMAT Operations Level Course.

• Provide HAZMAT Operations Level Course books for up to 50 personnel per class.

• Supply all necessary audio and visual equipment for the course.

• Instructor cadre must meet IFSAC or ProBoard standards.

• Provide ProBoard or IFSAC certificates to the designated POC within five (5) business days of course completion.

• Submit a by-name roster of personnel attending military installations one week prior to class.

• Conduct background checks on all personnel entering military installations; individuals convicted of a felony will not be granted access.

• All contractor employees must complete Awareness Training (AT) Level 1 and iWATCH training.

• Services to be performed on required days within the State of Ohio at various locations including:

  • Camp James A. Garfield (CJAG)
  • Rickenbacker Air National Guard Base
  • Mansfield National Guard Armory
  • Portsmouth National Guard Armory
  • North Canton National Guard Armory
  • Toledo National Guard Armory

• Performance is on each day required per task order details.

• Contractor shall designate a Contract Manager (CM) present during training days.

• Contractor employees must comply with installation access and security requirements, including background checks and identification.

• Contractor employees must not perform services outside the contract scope without a modification.

• Government has unlimited rights to all documents and materials produced under this contract.

• Contractor must comply with Combating Trafficking in Persons policy.

• Contractor must report all labor hours via the SAM.gov Service Contract Reporting site annually.
