Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Hazardous Material Supply Operations (HMSO) and Logistics Support Services for the U.S. Army Sustainment Command at Fort Bliss, Texas. The primary goal is to provide efficient, cost-effective, and safe management of hazardous materials, including receiving, storing, issuing, and tracking.

• Hazardous Material Supply Operations (HMSO): The contractor will operate a local HMSO office to manage all hazardous materials procured, received, stored, and issued at the installation. This includes processing receipts, managing inventory, and issuing materials.

• Logistics Support Services: Services encompass qualified labor and management for logistics support, potentially including delivery or collection of hazardous material or waste.

• Support Locations: Primarily Fort Bliss, TX, but may extend to adjacent areas, unit facilities, range/field locations, other Government facilities, and off-post locations.

• Timeliness: Receipt entries must be completed by the close of the same duty day; large shipments requiring verification must be completed by the close of the next duty day.

• Quality: Zero defects are required for record-keeping and database accuracy.

• Reporting: Monthly workload reports, weekly supply status reports, and other reports as requested.

• Compliance: Adherence to all applicable federal, state, and local laws, regulations, and policies, including environmental, safety, and security requirements.

• Period of Performance: Base Year: July 1, 2026 - June 30, 2027, with four 12-month option years and a potential six-month extension.

• Place of Performance: Primarily Fort Bliss, TX, and surrounding areas.

• Personnel: Qualified, trained, and certified personnel are required. Specific training includes Occupational Reliability Program (ORP), Threat Awareness and Reporting Program (TARP), Sexual Assault and Sexual Harassment training, and Information Assurance (IA) training.

• Security: Compliance with physical security, information security, and personnel security requirements, including obtaining SECRET security clearances if required.

• Safety: Adherence to all applicable safety, occupational health, and fire prevention regulations.

• Environmental: Compliance with environmental laws, hazardous waste management, and pollution prevention goals. Use of biobased products is encouraged.

• Quality Control: Implementation of a quality control program and achievement of ISO 9001:2015 compliance.

• Contingency Operations: Capability to support contingencies, including natural disasters, uprisings, and other crises, with rapid response capabilities.

• Transition: Development and execution of transition-in and transition-out plans.

• Government Furnished Property (GFP): Contractor must manage and account for GFP provided by the Government.

• Contractor Furnished Equipment (CFE): Contractor must procure and maintain necessary equipment and supplies.

Sources Sought Notice

This notice is issued by the U.S. Government to procure Hazardous Material Supply Operations (HSMO) services. The contractor will be responsible for managing the reception, storage, and issuance of hazardous materials at Fort Bliss, Texas. This is a sources sought for planning purposes to determine if a small business set-aside is feasible, requiring at least two qualified small businesses to respond with sufficient information. The government is not seeking quotes or proposals at this time and will not pay for any information submitted.

Respondents are requested to provide:

1. Firm details (POC, DUNS, CAGE, small business status, NAICS code).
2. Interest in competing as a prime contractor and any subcontracting/teaming plans.
3. Detailed information on previous experience with similar requirements (size, scope, complexity, timeframe), including capabilities for mobilization, base access, handling, storage, and disposal. Also, identify alternative methods/technologies, personnel qualifications, security/bonding capabilities, and past performance.
4. Information on commercial availability, pricing, delivery, terms, conditions, and warranties.
5. Identification of any GSA Federal Supply Schedule (FSS), GSA MAS, or other Government-wide contract vehicles.
6. Recommendations on structuring requirements to facilitate small business competition.
7. Identification of any conditions that may unreasonably restrict competition.
8. Recommendations to improve the approach/specifications/draft PWS/PRS.
