Statement of Work (SOW)

To conduct a comprehensive Hazardous Material (HAZMAT) survey, specifically focusing on asbestos and lead-based paint, within Dodd Hall (Facility 448) at JBLE-Langley, Virginia. The survey is required to identify and assess the presence of these hazardous materials to determine the scope of remediation needed prior to the building's demolition.

• Initial Site Assessment: Conduct an initial assessment and walk-through with a Government representative to review the scope of work.

• Field Assessment: Access all facility areas, including lodging rooms, offices, corridors, service areas, and mechanical rooms. Perform destructive testing behind drywall, under carpets, and above ceilings to sample potentially contaminated materials.

• Laboratory Analysis: Submit collected samples to an accredited laboratory for analysis of asbestos and lead-based paint in accordance with industry standards.

• Report Preparation: Prepare a comprehensive report detailing findings, including photographs, laboratory results, and recommendations. Quantify contaminated materials to provide a cost analysis using market-rate unit costs. Submit the final report for review and approval.

• Compliance and Safety: Ensure compliance with all relevant regulations (OSHA, EPA, local authorities) and implement safety measures.

• The work is to be performed at Dodd Hall, Facility 448, JBLE-Langley, Virginia.

• Normal hours of operation are Monday through Friday, 7:30 am to 4:30 pm, excluding weekends and federal holidays. Extended hours require approval.

• Testing Notification: Provide written notification to the Contracting Officer and Government Point of Contact three days prior to commencing work.

• Government-Furnished Facilities/Services: Utilities are cut off. The contractor must furnish a generator if needed for destructive testing. Water may be accessed from a nearby fire hydrant with approved backflow preventers.

• Security: Ensure the job site and equipment are secured at the end of each workday.

• Submittals: All submittals must include a completed AF Form 3000, signed by the Quality Control representative, and a digital copy or two copies of attachments. Appendix A includes drawings, project location, and facility exterior pictures.
