Justification for Other Than Full and Open Competition

This document justifies the Defense Threat Reduction Agency's (DTRA) proposal to procure continuing Research & Development Directorate Advisory and Assistance Service (A&AS) Support through a contract modification, rather than full and open competition. This action is intended to provide a bridge of continuity for essential A&AS support until a new acquisition effort is developed and awarded.

The services involve extending programmatic support for the Program Management Office (PMO) and providing Scientific & Technical (S&T) Subject Matter Expertise (SME) to the DTRA Research and Development (RD) Directorate. These services are critical for supporting Countering Weapons of Mass Destruction (CWMD) and Countering Emerging Threats (CET) missions, including research, planning, design, acquisition, development, implementation, integration, testing, application, and evaluation of emerging science and technologies.

• The proposed effort is a 12-month base period with two 6-month option periods, extending current contracts with ARServices and SPA.

• The performance period will extend from January 16, 2026, through January 15, 2028.

• Estimated extension costs: $53,282,673 for PMO support and $33,012,367 for S&T SME support.

• This extends the total value of contract HDTRA1-21-C-0042 to $194,805,913 and HDTRA1-21-C-0054 to $197,758,258.

• Statutory Authority: 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B) (Only one responsible source).

• Applicability: The services are deemed available only from the original sources (ARServices and SPA) due to the need for specialized, highly specialized services without delay. Award to any other source would likely result in unacceptable delays and negatively impact DTRA's ability to meet mission requirements.

• A gap in service would significantly impact the RD Directorate's ability to support agency mission-essential tasks and critical DoD missions.

• Negative impacts on engagements with Combatant Commands (CCMDs).

• Delays in understanding CCMD requirements and proposing technical solutions.

• Delays in supporting strategic nuclear effects and Conventional Nuclear Integration issues.

• Slower development, testing, integration, and transition of warfighter capabilities.

• Delays in providing critical technical assessments and support for nuclear deterrent activities.

• Potential shutdown of critical test activities due to security staffing issues.

• Hampered ability to plan and coordinate for critical program tests, potentially failing to meet milestones.

• Multiple industry days and RFIs were conducted for the follow-on requirement, indicating expected adequate competition.

• The follow-on acquisition strategy was delayed due to budget cuts and program manager reassignment, pushing anticipated award to the end of Q1 2028.

• A notice of the proposed contract action will be published on SAM.gov.

• This justification is legally sufficient and approved by the Head of Contracting Activity.
