Request for Information (RFI)

This RFI seeks information from interested contractors capable of providing performance-based services to the National Defense University (NDU) in Washington D.C. The goal is to identify potential sources for these services. This RFI is for planning purposes only and does not constitute a commitment to issue a Request for Proposal (RFP) or Request for Quote (RFQ), nor will it accept unsolicited proposals. All costs incurred in responding are at the interested party's expense.

The subject requirement involves providing expertise in:

• Library science and library cataloging

• Integrated Library System migration and implementation

• Physical collection maintenance

• Digital collection maintenance

• Library technical services

• Special collections maintenance and documents management

• The contract/task order is anticipated to have a base period of 6 months, with one 6-month option period.

• Performance is expected to begin no later than April 15, 2026.

• The requirement is anticipated to be under NAICS code 541611.

• Information is requested only from GSA Schedule holders.

• Interested parties must respond by Monday, March 23, 2026, 3:00 PM (EST).

• Responses should be submitted to the NAVSUP FLC Pentagon Directorate point of contact.

• Required information includes:

  • GSA contract number
  • Company name, DUNS, Cage Code, address, and POC details
  • Business size and status
  • Capabilities Statement (2 pages, 12pt font minimum) demonstrating skills, resources, and a plan for personnel recruitment/retention.
  • Past performance on similar requirements, including contract numbers.
  • Specific technical skills relevant to the PWS.

Statement of Work (SOW) / Performance Work Statement (PWS)

To support the National Defense University (NDU) Libraries in the migration and full implementation of the Ex Libris Integrated Library System (ILS), specifically ALMA / PrimoV / Digital. The goal is to improve the organization, maintenance, and access to NDU's physical and digital collections.

• Provide subject matter expertise in library science and library cataloging.

• Support the migration from the SirsiDynix Symphony ILS to the Clarivate Ex Libris ALMA ILS.

• Assist with the implementation of Ex Libris ALMA / PrimoV / Digital.

• Create original cataloging records in OCLC as needed.

• Maintain and clean up NDU Library's Ex Libris records for physical, electronic, and digital objects, adhering to standards like MARC, ISO 19115, ISO 19139, Dublin Core, TEI, VRA, CDWA, and EAD.

• Monitor emerging metadata standards.

• Provide authority control for physical and digital collections.

• Support ongoing records management and maintenance, including metadata creation, data mining, standardization, and web support.

• Create and maintain electronic indexes for name, series, and subject headings.

• Perform systematic database clean-up and record updating.

• Migration issue resolution: ≥ 90% of assigned issues resolved within 10 business days.

• Original cataloging: > 99% accuracy (≤ 1 error per 100 records).

• Collections Maintenance: ≥ 95% of assigned records updated within 5 business days.

• Authority Control: ≥ 98% consistency in authorized headings.

• Monthly status reports: 100% on-time and complete.

• Base Period: 6 months from date of award.

• Option 1 Period: 6 months from the end of the base period.

• Place of Performance: National Defense University, Fort McNair location, Washington, D.C.

• Requires one professional, full-time Head Cataloger Librarian with a minimum of five (5) years of relevant experience (preferably in Academic or Special Libraries).

• Librarian must have a Master's degree in Library Science from an accredited American Libraries Association program.

• Contractor personnel require background investigations and a National Agency Clearance Investigation.

• Contractor personnel must be able to fluently read, write, speak, and understand English.

• Services are non-personal; contractor personnel are not subject to continuous supervision.

• Government-furnished equipment (connectivity, computers, phones) and information will be provided.
