Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contract support to the Air Force Judge Advocate Field Operating Agency (AF/JA FOA) Commander's Support Staff (CSS). The primary goal is to provide personnelist services to manage military personnel programs and oversee CSS operations, ensuring the health, morale, and welfare of assigned military and civilian personnel.

The contractor will provide a civilian military personnelist to support the Judge Advocate General, Commander, Directors, Senior Enlisted Leaders, and Section Commander. Key tasks include:

• Assisting with military personnel programs (assignments, enlistments, reenlistments, promotions, awards, evaluations, separations).
• Providing technical advice on active duty military personnel specialties.
• Assisting with entitlement, allowance, and indebtedness actions.
• Reviewing and correcting mismatched data in various personnel systems.
• Utilizing various office software and military personnel systems (e.g., MILPDS, AMS, myFSS).
• Meeting minimum personnel qualifications, including four years of military personnel experience and the ability to obtain a Secret security clearance.

The contractor's performance will be assessed on an "Acceptable" or "Unacceptable" basis against specific performance objectives and thresholds, including:

• Responding to customer inquiries within 72 hours.
• Processing 85% of awards, decorations, evaluations, promotions, and separations within 15 business days.
• Resolving customer needs using military personnel systems within 5 business days.
• Tracking and updating personnel reliability and readiness programs within 24 hours of an event.
• Ensuring data integrity across military personnel systems with a 90% success rate.

The contract will be for one base year with two option years. Performance will be at the Government facility.

• The contractor must provide a Transition-In Plan at the Kickoff Meeting and a Transition-Out Plan 10 days prior to contract expiration.
• A Quality Control Plan (QCP) must be developed and maintained.
• The contractor must report all labor hours via the System for Award Management (SAM).
• Strict adherence to physical security, access control, and identification requirements is mandatory.
• Contractor personnel must wear Air Force issued Common Access Cards and identify themselves as contractors when appropriate.
• Consumption of alcohol or illegal drugs while on duty is strictly forbidden.
• Vacancies shall not exceed 10% of annual support hours per FTE and must be reported to the COR at least two weeks prior.
• The contractor shall not perform inherently governmental functions.

Sources Sought Notice / RFI

This notice is a Sources Sought Notice (SSN) / Request for Information (RFI) for a new FY26 requirement for the Headquarters Air Force (HAF) Judge Advocate (JA) JAX Personnelist Follow-On pre-award. The purpose is for market research to gather information and planning purposes only, pursuant to FAR Part 10. This is NOT a solicitation, RFP, IFB, or RFQ, and the government will not award a contract solely based on this notice or reimburse costs for submitting a capability package. The government is seeking to identify capable sources, including large and small businesses, and obtain information on existing procurement vehicles.

• The requirement is for a JAX Personnelist to help manage military personnel programs and oversee CSS operations for the AF/JA FOA.

• Key technical aspects include familiarity with military personnel systems, ability to research and interpret Air Force regulations, and effective communication of military personnel functions.

• Services must be performed onsite at Joint Base Andrews, Maryland.

• Core Work Hours are Monday-Friday, 0730-1630 Eastern Time.

• One annual full-time equivalent (FTE) with a Secret security clearance is anticipated.

• Personnel must be a U.S. Citizen, possess a High School Diploma (GED equivalent), and a current, active Secret security clearance.

  • Transition: 3 September 2026 – 13 September 2026 (10 Days)
  • Base Period: 14 September 2026 – 2 September 2027 (355 Days)
  • Option Year 1: 3 September 2027 – 2 September 2028 (365 Days)
  • Option Year 2: 3 September 2028 – 2 September 2029 (365 Days)
  • Option Year 3: 3 September 2029 – 2 September 2030 (365 Days)
  • Option Year 4: 3 September 2030 – 2 September 2031 (365 Days)
