Scope of Work

The contractor will provide non-personal services for Staging Facility Operations, including property accountability, utilizing Global Combat System Support - Army (GCSS-A), forklifts, and various Logistic Information Systems (LIS) such as DST, DLA Programs, RF-ITV Tracking, IGC, TC-AIMS, CMOS, and AESIP. The contractor is responsible for providing all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision, with the exception of government-provided items. Support hours are 0790 to 1600 CET, Monday-Friday, excluding U.S. Holidays.

Key Requirements & Clarifications

  • Personnel: All contractor personnel must possess an active Tier 1 security clearance (JPAS) at the time of proposal submission and maintain it throughout the contract. Background checks are required for all personnel. Mandatory training includes Anti-Terrorism (AT) Level I, OPSEC Level I, Information Assurance (IA) Cyber Awareness, GCSS-Army, and Forklift Safety. Only 2 Full-Time Equivalents (FTEs) are required as per the Performance Work Statement (PWS). Project Managers (PM) and Assistant Project Managers (APM) are required to be available by phone and email, but not on-site.
  • Experience: Offerors must demonstrate a minimum of three (3) years of "relevant" Warehouse Support Services experience within the last five (5) years, with an annual magnitude of effort of at least $100,000 for three of those years.
  • Compliance: Contractors must comply with German law, including registration with German authorities and ensuring employees possess necessary authorizations to work in Germany. Adherence to USAG Wiesbaden's environmental policy and applicable German environmental laws/standards is required. Safety compliance with FAR 52.236-13, EM 385-1-1, and Host Nation Safety Laws is mandatory, including minimum Personal Protective Equipment (PPE).
  • Other: Contractor-supplied vehicles are not mandatory but must be provided if needed to complete PWS tasks. A site visit is not anticipated for this requirement.
