This solicitation is for health insurance coverage for locally employed staff at the U.S. Consulate General in Hamilton, Bermuda. The U.S. Embassy in London is procuring these services and encourages offerors to provide off-the-shelf plans that meet minimum benefit levels.

• Health insurance coverage for U.S. Consulate General employees and their eligible dependents in Hamilton, Bermuda.

• Offerors must provide plans that meet or exceed specified minimum benefit levels for various categories including hospitalization, emergency services, ambulance, outpatient services, obstetric/newborn care, pediatric services, prescription drugs, preventive/wellness services, hearing aids, optical care, dental care, orthodontia, reproductive health, mental health/substance abuse care, rehabilitative/habilitative services, HIV/AIDS, catastrophic coverage, and out-of-country medical treatment.

• Specific coverage percentages and limitations are detailed for each benefit category.

• The contract will be a fixed-price type with economic price adjustment.

• The contract period is one year beginning July 1, 2026, with four one-year options to renew.

• Minimum guarantee order amount is $400,000.00 BMD for the base year and any option year.

• Maximum order amount is $4,000,000.00 BMD for the base and all option years.

• Proposals must be submitted by 12:00 noon AST on March 27, 2026, to Procurement_Box2@state.gov.

• Proposals must include: SF-33, Section B (Pricing Schedule and Retention Amounts), Section K (Representations and Certifications), and any additional information required in Section L.

• IRS Form W-14 must be submitted for compliance with FAR 52.229-11.

• Questions must be submitted in writing to Procurement_Box2@state.gov no later than 17:00 hours AST on March 6, 2026.

• A pre-proposal conference will be held on March 6, 2025.

• Award will be made to the lowest priced, technically acceptable, responsible offeror.

• The Government intends to award based on initial proposals without discussions.

• Offerors must be registered in the SAM (System for Award Management) database.

• U.S. firms are eligible for payment in U.S. dollars; foreign firms will be paid in Bermuda Dollars.

• Proposals with less than minimum reimbursement levels or missing benefit categories may be deemed technically unacceptable.

• The U.S. Government is not responsible for any riders.
