Heat Shielding - ITS Car Bottom Furnace

Sources Sought Notice

This notice is issued by Norfolk Naval Shipyard (NNSY) for market research purposes, in accordance with FAR Part 10, to identify qualified sources capable of providing services related to "Heat Shielding" as described in an attached Statement of Work (SOW)/Performance Work Statement (PWS). This is not a Request for Quote or Proposal.

• The government is seeking to understand industry capabilities for services related to heat shielding.

• A Draft/Redacted SOW is attached for reference.

• The anticipated North American Industry Classification System (NAICS) code is 333994 (Industrial Process Furnace and Oven Manufacturing).

• The government anticipates a Firm Fixed Price (FFP) contract.

• Interested sources must submit requested information via email to Miracle.m.griffin.civ@us.navy.mil.

• The deadline for submission is 22 June 2026 at 08:00 AM EST.

• No hard copy or facsimile submissions will be accepted.

• Requests for a solicitation package will not be honored.

• All qualified sources, large and small, are encouraged to respond.

• Small businesses are requested to identify their socioeconomic status.

1. Company name, address, telephone number, CAGE code, DUNS number, point of contact (name, phone number, and e-mail).
2. A Capabilities Statement explaining the company's ability to perform 100% of the efforts required, without reiterating the SOW language. This statement should demonstrate the company's ability to perform critical tasks.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, materials, tooling, and supervision to manufacture, deliver, and install heat shielding on the ITS Car Bottom Furnace to protect parts from excessive heat.

• Manufacture and install heat shielding for the ITS Car Bottom Furnace.
• Major components include:
  • Door mast heat shield
  • Lift seal cylinder heat shield
  • Cart drive heat shield
  • Cart power reel heat shield
• Heat shielding specifications require construction from insulated stainless steel.
• Specific components to be protected by the door mast heat shield include the door lift cylinder, door safety lock-out cylinders, bearings at the top of the door mast, and grease lines to the bearings.
• Individual insulated stainless steel heat shields are to protect cylinders that raise the cart seal.
• An insulated stainless steel heat shield will protect the cart drive and power cord reel.

• Location: Implicitly Norfolk Naval Shipyard (based on safety requirements).

• Vendor Responsibilities:

  • Shipping equipment.
  • Installation service, including mechanical re-assembly, field painting, and touch-up painting.
  • Electrical field wiring between equipment and remote-control panels.

• Shipyard Responsibilities:

  • Unloading of equipment.
  • Clearing pathways and work area.
  • Site cleaning before equipment arrival.
  • Notification of pre-installation meetings or training.
  • Providing plant PPE requirements for the vendor's crew.
  • Customer site manager.

• Lifting and Handling: NNSY will assist with unloading.

• Safety: Contractors must follow Federal and State OSHA requirements, Norfolk Naval Shipyard OSHE Program Manual, and other relevant safety regulations. Contractor will need CIA access and PPE.
