Opportunity Details
NAWCAD Lakehurst intends to issue multiple BPAs under Simplified Acquisition Procedures (FAR Part 13) to streamline the acquisition of supplies and services on an as-needed basis. This combined synopsis/solicitation serves to review interested companies' qualifications for inclusion on a BPA vendor list. The government will not issue a formal Request for Proposal (RFP) for the BPAs themselves. Individual requirements will be competed among BPA holders via the Lakehurst BPA Tool.
Scope of Work
The BPAs will cover Metal Heat Treating and Non Thermal Treating Equipment (PSC 3424). Specific requirements will be detailed in individual Requests for Quotes (RFQs) issued to BPA holders. Many requirements may utilize export-controlled drawings, necessitating a valid DD Form 2345 certification.

Submission Requirements
Interested parties must submit the following via email to karin.a.quagliato.civ@us.navy.mil with "N6833525Q0321" in the subject line:
- Cage Code and Unique Entity Identifier (UEID) (for SAM verification).
- Capabilities Statement: Include primary business practice/trade, and whether the company is a manufacturer or supplier/distributor.
- DD Form 2345: Copy of current, approved form (recommended for access to export-controlled drawings).
Evaluation & Award
Responsibility determinations will precede BPA issuance (FAR Part 9.104). The Non-manufacturer rule (FAR Part 19.505(c)) applies. For individual calls, award will typically be made to the lowest priced, technically acceptable offer. Vendors must be registered in SAM. BPAs may be cancelled for inactivity or poor performance.
Additional Notes
NAWCAD Lakehurst will re-synopsize periodically to solicit additional submissions and add new vendors. Once a BPA is issued, there is no need to resubmit. Individual RFQs will be sent via email from NAVAIR_Acquisition@us.navy.mil, requiring bids within one business day by completing an Excel 'Line Item Input' tab.
