Statement of Objectives (SOO)

To provide temperature-controlled heated high-pressure air to the SL-3 test facility at Arnold AFB, TN, by extending the existing ambient high-pressure air distribution system and installing a new heater and temperature control system. This includes all necessary utilities, equipment, and controls.

• The contractor will provide a performance-based, quantitative Statement of Work (SOW) detailing design, procurement, fabrication, installation, inspection, testing, and checkout activities for a fully functional heated air supply system.
• Key deliverables include a SOW, Site Plan, Operational Drawings, Fabrication and Installation Drawings, Analysis Reports, Equipment Specifications, Hazard Tracking Log, Project Risk Assessment, Permits, Demolition Plan, Manufacturing Plan, Installation Plan, Concept of Operations, Failure Modes and Effects Analysis (FMEA), Verification, Validation, and Acceptance Plan, System Test Plan, Non-Destructive Examination Results, Pressure Test Results, Performance Testing Results, Training Materials, and User Manuals.
• The government will receive Unlimited Data Rights to all contractor-provided technical data, analysis, drawings, and programming.
