Purpose & Scope

This RFI aims to identify vendors capable of providing commercial heavy aircraft simulator services. The USAF TPS requires full-motion, Level-D simulators for both Boeing Wide-Body (>300,000lbs MTOW) and Airbus Wide-Body (>300,000lbs MTOW) aircraft. These simulators must be co-located to facilitate side-by-side comparisons and should ideally be the newest models available. Services include conducting various maneuvers and evaluations such as general flying, takeoff performance, flight control system evaluation, stall characteristics, envelope protection, warning systems, and landing performance. Additionally, the contractor will provide inflight instruction, preflight/postflight briefs, and support Test Management Projects (TMPs) where TPS students and staff will occupy the simulators. Academic materials or videos for student familiarization are also required.

Contract Details

This is a Sources Sought/RFI and not a solicitation. The Air Force anticipates awarding a one-year Purchase Order from the date of award. The associated NAICS code is 611512 (Flight Training) with a $34 million size standard, and the Product Service Code (PSC) is U099 (Other Education And Training Services). There is no set-aside specified for this market research. The Period of Performance is one year from award. While the TPS is at Edwards AFB, CA, the Place of Performance for simulator services is primarily at the Contractor's location(s).

Response Requirements

Interested parties are requested to submit a capability statement detailing their ability to provide these services, including experience on similar government or commercial contracts. Submissions should also indicate:
