Scope of Work
This solicitation is for the procurement of six (6) HAVs for secure transport of key personnel within NATO countries. Key requirements include:
- Vehicles must be purpose-built armored vehicles constructed from the ground up by the Original Equipment Manufacturer (OEM); third-party or aftermarket armoring is strictly prohibited.
- Vehicle Specifications: Must be VPAM BRV 2009 VR6/CEN B6 certified, include an OEM integrated police package, LED convoy display, intercom system, self-sealing fuel tank, and fresh air intake system.
- Engine: Gasoline, 6.0-liter, 12-cylinder turbocharged engine (electric/hybrid not acceptable) with an 8-Speed Automatic transmission.
- Interior: Minimum four-passenger capacity with leather, power-operated, heated, and ventilated memory bucket seats; dark gray or black interior; quad-zone climate control.
- Tires: Run-flat tire inserts, spare tire, summer tires, winter tires, and snow chains/socks per vehicle.
- Performance: Gross Vehicle Weight Rating (GVWR) of 4,000 kg or greater, with suspension, brakes, and drivetrain components upgraded to accommodate the armored mass.

Special Requirements
- Security: Adherence to Controlled Unclassified Information (CUI) handling (DoDI 5200.48, DoD Manual 5200.01 Vol 3) is required. Safeguarding, marking, storing, handling, and destruction of CUI and sensitive information must follow regulations. Immediate reporting of information or physical security breaches is mandatory.
- Storage: Vehicles must be stored inside a secured facility during production and pre-delivery.
Delivery & Acceptance
Vehicles must be detailed, clean, and in drive-away condition with full fuel tanks prior to delivery. The Government will conduct a final inspection upon delivery before formal acceptance.
