Statement of Work (SOW)

To procure two (2) new 29.5-35 heavy-duty tires to restore the Kalmar Rough Terrain Container Handler (RTCH) to a fully mission-capable status for Amphibious Construction Battalion One (ACB-1).

• Provide two (2) brand new, not retreaded or refurbished, 29.5-35 (34-Ply) tires.

• Deliver tires FOB Destination to the specified Government facility.

• Item: Heavy-Duty Bias Ply OTR Tire

• Quantity: Two (2) Each

• Brand/Model: Titan ND LCM, Firestone Super Rock Grip, OR EQUAL

• Specifications: Size 29.5-35 (29.5x35), minimum 34-ply rating, E-3/L-3 tread pattern, bias ply construction, tubeless.

• Vendors quoting "or equal" must comply with the attached specification.

• Delivery Timeline: Within 45 Days After Receipt of Order (ARO).

• Shipping Terms: FOB Destination, with contractor responsible for all freight, shipping, and handling costs.

• Delivery Location: AMPHIBIOUS CONSTRUCTION BATTALION ONE, 2524 ENIWETOK ROAD - BUILDING 808, UNITED STATES SAN DIEGO CALIFORNIA 92155-5200.

• Receiving Hours: Monday - Friday, 0730 - 1600.

• Conducted at destination by Government Point of Contact (POC) or Receiving Officer.

• Verification of brand new condition, free of defects, and conformity to specifications.

• Standard commercial Original Equipment Manufacturer (OEM) warranty required.

• Warranty period commences upon final Government inspection and acceptance.

• Contractor and freight carriers must comply with local base security policies.

• Delivery drivers require a valid driver's license, vehicle registration, proof of insurance, and must pass a background check for base access.

• Contractor is responsible for coordinating with the freight carrier to meet these requirements.

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under solicitation number N00244-26-Q-S031. The government is procuring two (2) 29.5x35 Heavy-Duty bias ply tires and associated delivery. This announcement constitutes the only solicitation; a written solicitation document will not be issued.

• Submission Deadline: 08:00 AM (PST) San Diego, California Time on 14 May 2026.

• Submission Method: Via email to Delvin Moore at delvin.l.moore.civ@us.navy.mil. The subject line must state: Solicitation N00244-26-Q-S031, Two (2) heavy-duty bias ply tires.

• Questions Deadline: Not later than 10:00 AM San Diego, California time on 12 May 2026, submitted via email.

• Evaluation: Best Value will be based on a Lowest Price Technically Acceptable (LPTA) approach. Quotes will be evaluated on two factors: Technical Approach and Price.

• Set-Aside: This is a Total Small Business Set-Aside competition requirement.

• NAICS Code: 326211 with a size standard of 1500 employees.

• Vendors must submit joint venture representations if applicable.

• The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05.

• Quoters are advised to submit complete and clear quotes. Vague statements are discouraged.

• The government reserves the right to cancel this solicitation.
