This document contains two Excel sheets providing pricing and invoice analysis templates for vendors to complete. Attachment #1 is a model pricing sheet where vendors must provide details for each model offered, including discounts and delivery times. Attachment #2 is an invoice analysis template to compare proposed pricing with commercial invoice pricing.

• Attachment #1-Model Pricing: Requires vendors to list item description, make/model, delivery days, base list price, various discount percentages (for base units and optional features), and quantity range discounts.
• Attachment #2-Invoices: Requires vendors to input proposed pricing and compare it against historical commercial invoice data, including invoice reference numbers, dates, customer names, and invoice prices.
• Ref- Invoice reqs: Outlines the number of invoices required per item or "highest selling items" based on the number of manufacturers' product lines offered.

Vendors must use these templates to submit their pricing information and historical invoice data as required by the solicitation. The "Ref- Invoice reqs" sheet clarifies the volume of invoice data needed, which is crucial for proposal preparation and compliance. Failure to provide accurate and complete pricing and invoice data may impact proposal evaluation.

Solicitation / RFP / RFQ

This solicitation (SPE8EC-25-R-0006) aims to establish Multiple, Fixed Price, Indefinite Delivery/Requirements Contracts for commercial Fire and Emergency Vehicles. These vehicles will be used by the U.S. Military, Federal Government Agencies, and other authorized customers of DLA worldwide. Awards will be made to responsible offerors who accept all terms and conditions and whose prices are fair and reasonable. The contracts will be for a term of ten years, with no options.

• Procurement of commercial Fire and Emergency Vehicles, including product lines such as rescue vehicles, brush and wildlands tankers, pumpers, aerials, command vehicles, bomb squad vehicles, hazmat vehicles, glider kits, aircraft rescue fire-fighting vehicles, and all-terrain "emergency" vehicles.

• Products must be new, the most recent manufacturer's version, and include all standard commercial components.

• Equipment must be in full operating condition upon delivery.

• Commercial manuals (operator, service, repair, parts lists) must be provided in both paper and electronic formats.

• Incidental service and support features (e.g., operator training, service plans, spare parts, extended warranties) may be included but only when ordered with the equipment.

• Contract type: Multiple, Fixed Price, Indefinite Delivery/Requirements Contracts.

• Period of Performance: Ten years.

• Pricing: FOB Origin for basic contract items; FOB Destination for individual RFQs, including a separate line item for all associated delivery costs.

• Economic Price Adjustment: FAR Clause 52.216-2 applies, allowing for price changes with limitations.

• Submission Method: One electronic copy via email to HEPPLTCs@dla.mil. Hard copy proposals are not required and will not be reviewed.

• Offer Due Date/Local Time (Initial): February 11, 2026 @ 4:00 PM (EST).

• Final Closing Date and Time: February 11, 2035 @ 4:00 PM (EST).

• Evaluation Criteria: Proposals will be evaluated based on all solicitation requirements, including evaluation criteria in FAR 52.212-2, Evaluation – Commercial Items. Awards will be made to responsible offerors who take no exception to terms and conditions and whose prices are fair and reasonable.

• Delivery Schedule: 30 to 730 days after the date of order.

• This procurement is solicited on an unrestricted basis.

• Awards will be made to responsible offerors.

• Offerors must submit proposals in accordance with the requirements of the solicitation.

• After initial contracts are awarded, subsequent customer requirements will be competed among contract holders.

• DLA Troop Support will award only one contract per manufacturer's product line.

• Offerors must submit a complete proposal including commercial catalog prices, commercial invoices, and any discounts.

• A Submission Checklist (SPE8EC-25-R-0006) is provided to assist offerors in ensuring their submission is complete.
