This solicitation (SPE8EC-25-R-0003) is for the procurement of commercial-type Sweeper and Scrubber Equipment and related equipment support. The Defense Logistics Agency (DLA) Troop Support intends to award multiple, Fixed Price, Indefinite Delivery/Requirements Contracts. Awards will be made to responsible offerors who take no exception to the solicitation terms and conditions and whose prices are determined to be fair and reasonable. The intent is to provide broad, flexible, and efficient long-term contracts.

• Procurement of Sweeper and Scrubber Equipment, including various types such as Utility, Warehouse, Street, Sewer Cleaners, Runway, Airfield, Vacuum Loaders, Catch Basin Cleaners, and Scrubbers.

• Equipment must be new, unused, and the most recent version of the manufacturer's commercial product, including all standard components.

• Delivery includes one paper and one electronic set of commercial manuals (operator's instructions, service/repair manuals, parts lists). Editable/modifiable versions are required upon request.

• Incidental service and support features (e.g., operator training, service plans, spare parts support, video packages, extended warranty) may be ordered with new equipment but cannot be ordered as stand-alone items.

• Multiple Indefinite Delivery/Requirements Contracts.

• Contracts will be awarded to individual contractors for their offered product line(s).

• Contracts will be for a term of ten years (no options).

• Unit prices for basic contract items will be awarded on an FOB Origin basis. However, FOB Destination will apply for individual Request for Quotations (RFQs), including a separate line item for all associated delivery costs.

• Economic Price Adjustment is allowed, with a maximum aggregate increase not to exceed 20 percent of the original contract unit price, limited to two upward adjustments per year.

• Offers must be submitted electronically via email to HEPPLTCs@dla.mil.

• Hard copy proposals are no longer required or reviewed.

• Hand-carried and "facsimile" offers will not be considered for award.

• Offer Due Date: November 16, 2025, at 4:00 PM EST.

• Proposals will be evaluated based on all solicitation requirements, including evaluation criteria in FAR 52.212-2.

• Awards will be made on a Lowest Price Technically Acceptable (LPTA) basis for delivery orders, unless otherwise specified in the RFQ.

• This procurement is being solicited on an unrestricted basis.

• DLA Troop Support will award only one contract per manufacturer's product line.

• Offerors must be responsible and take no exception to the solicitation terms and conditions.

• Offerors must submit a complete proposal including commercial catalog prices, commercial catalogs (descriptive literature), commercial invoices, and OEM Letter of Commitment (if applicable).
