This opportunity covers a broad range of heavy equipment, including but not limited to: Water Tankers, lubrication and fuel dispensing equipment, mobile service fleets, petroleum handling equipment, water purification equipment, tractor trailers, construction equipment trailers, airfield specialized trailers, construction trucks, dump trucks, cement mixers, refuse trucks, water well drilling rigs, recycling bins/trailers, wreckers, and hydroseeders. Each machine offered must include incidental service and support, such as operator training, service plans, spare parts support, video packages, and extended warranty agreements. All delivered items must be new, the most recent manufacturer's version, in full operating condition, and include all standard commercial components. Vendors must also provide one paper and one electronic set of commercial manuals (operator's, service/repair, parts list) with each item, with editable versions available upon request.

Contract Details

The contracts will be Multiple, Fixed Price, Indefinite Delivery/Requirements Contracts with a ten-year period of performance (no options). Pricing for basic contract items will be FOB Origin, while individual RFQs will utilize FOB Destination, requiring a separate line item for delivery costs.

Submission & Evaluation

Proposals must be submitted electronically via email to HEPPLTCs@dla.mil; hard copy proposals are not required. The solicitation is continuous, with an initial closing date of April 16, 2026, 4:00 PM EST, and a final closing date of April 16, 2035, 4:00 PM EST. Awards will be made to responsible offerors who accept all terms and conditions, meet all requirements, and whose prices are determined fair and reasonable, based on evaluation criteria in FAR 52.212-2. The anticipated delivery schedule is between 30-730 days after order.

Required Documentation & Eligibility

Offerors must submit commercial catalogs, price lists, and commercial invoices as supporting documentation. Attachment #1 (Model Pricing) must be completed for each model offered, detailing pricing, discounts, and delivery times. Attachment #2 (Invoices) and the 'Ref- Invoice reqs' sheet outline specific invoice documentation needed to support pricing claims and commercial sales history. An OEM's Letter of Commitment is required for dealers and suppliers who are not the OEM. This procurement is solicited on an unrestricted basis. Large Businesses must submit a Subcontracting Plan.
