Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the rental of heavy construction equipment for use at Mountain Home AFB, Idaho.

• The contractor shall provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and all other items and services necessary for the rental/lease of heavy construction equipment.

• The following equipment is required:

  • Tracked Excavator: 1 unit (43,000-54,999 lbs operating weight, 20 ft minimum digging depth, 42-inch bucket, diesel)
  • Water Truck: 1 unit (4,000-gallon capacity, front, rear, and side spray bars, diesel)
  • Scissor Lift: 2 units (30-35 ft platform height, 1,000 lbs capacity, rough terrain, gas or diesel, 4WD capability)
  • Telescopic Boom: 1 unit (45-50 ft platform height, 500 lbs horizontal capacity, 4WD, 360-degree rotation, gas or diesel)
  • Vibratory Sheepsfoot/Padfoot Roller: 1 unit (CAT CP12 or equivalent, 84" compaction width)

• All equipment shall run on diesel fuel when applicable.

• Equipment delivery required no later than 4 May 2026.

• Equipment availability for rent/use: 4 May 2026 through 4 July 2026.

• Location: Mountain Home AFB, ID.

• Field Service: Contractor is responsible for preventative maintenance and repairs during the rental period. Response to repair needs within 48 hours; replacement within 24 hours if repair is not possible. Routine maintenance is also required.

• Fuel: The Government will provide fuel.

• Environmental Controls: Compliance with hazardous material inventory, safety data sheets, material storage and use, and spill notification procedures is required. Hazardous waste must be disposed of according to federal, state, and local regulations.

• Security: Compliance with all security, OPSEC, and antiterrorism requirements is mandatory, including training, base access procedures, and identification requirements. Specific requirements for controlled/restricted areas, CUI, and physical security are detailed.

• Weapons/Firearms: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on the installation.

• Domestic Violence/Lautenberg Amendment: Personnel involved in specific duties related to firearms or ammunition must complete DD Form 2760 annually and certify they have not been convicted of domestic violence or are subject to a protective order.

Solicitation / RFP / RFQ

This document is a combined synopsis and solicitation for construction equipment rental services at Mountain Home Air Force Base. It serves as the only solicitation, and a separate written solicitation will not be issued. The acquisition is a 100% set-aside for small business concerns, with the intent to award a Firm Fixed-Price Contract.
