Heavy Tailwheel Training

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish Blanket Purchase Agreements (BPAs) for comprehensive tailwheel flight training services, leading to proficiency and type rating exemption for the AT-802 aircraft.

• Provide ground instruction (minimum 5 hours) covering AT-802 tailwheel concepts, techniques, operational procedures, and safety.

• Provide hands-on flight instruction (minimum 20 hours) in an airworthy tailwheel aircraft, following an Air Force-provided syllabus and procedures.

• Training to cover topics such as ground handling, takeoff/landing techniques (including crosswind, short-field, soft-field), go-arounds, and emergency procedures.

• Aircraft (USAF owned AT-802), fuel, and maintenance are provided by the USAF.

• Students must achieve proficiency and a logbook endorsement for tailwheel aircraft operation.

• Instructors must be qualified with a minimum of 1,000 hours tailwheel and 500 hours dual given in turbine, tailwheel aircraft.

• Provider must concurrently support a minimum of 2 students in all phases of training, year-round.

• Provider must have prior experience training Special Operations Forces (SOF) personnel in tailwheel aircraft.

• Instructors must have minimum 1,500 hours tailwheel time and 1,000 hours in AT-802 or similar aircraft.

• BPA period: Date of award through December 31, 2028.

• Place of Performance: Will Rogers Air National Guard Base, 5201 Flightline Dr., Oklahoma City, OK 73179.

• Training must include unpaved runways and diverse terrain types.

• Provider must follow Air Force provided syllabus and flight procedures.

• Performance write-ups for each student detailing strengths, weaknesses, and pass/fail status are required.

• Students trending towards failure must be identified for potential remedial training.

• Vendors must maintain an active registration in SAM.gov.

• Invoices must be submitted within a month of calls made against the BPA and completed in WAWF module through PIEE.

• Vendors must ensure proper protection of member's personal information (OPSEC).
