Quick Summary
The U.S. Army Corps of Engineers (USACE), Walla Walla District, is conducting market research through a Sources Sought notice for the Heise Roberts Levee Rehab construction project. This effort aims to identify small businesses capable of performing levee rehabilitation at four damage sites along the Upper Snake River in Madison and Jefferson Counties, Idaho. The project primarily involves riprap revetment to protect levee slopes and toes from erosion. This is not a solicitation, and no contract will be awarded from this notice. Responses are due by June 4, 2026.
Scope of Work
The project encompasses levee rehabilitation at four distinct locations:
- Damage Site #1 (Right Bank): Approximately 600 linear feet of levee requiring excavation to the toe and armoring with riprap.
- Damage Site #2 (Right Bank): Approximately 600 linear feet where additional riprap is needed to key in existing material and protect the levee toe and eroded areas.
- Damage Site #3 (Right Bank): Approximately 300 linear feet where riprap needs to be keyed in with existing material to protect exposed upper levee sections and create a stable toe.
- Damage Site #4 (Left Bank): Approximately 600 linear feet requiring the placement and keying in of a riprap toe bench with existing slope riprap revetment.
All work must adhere to USACE Safety and Health Requirements Manual (EM 385-1-1). The contractor will be required to develop an Accident Prevention Plan and Activity Hazard Analyses, employ a Site Safety and Health Officer (SSHO) with specific experience and training, and a Certified Erosion and Sediment Control Lead. The Government-furnished Construction Contractor Module (QCS) of the Resident Management System (RMS) will be utilized.
