• Well Casing Material: The Forest Service requires steel casing for this project. PVC well casing is not acceptable, even if it meets Montana well construction standards.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically a Request for Quotation (RFQ) for the Kading Campground Well Drilling project. The project involves the development of a well and the installation of a complete hand pump assembly to serve the Kading Campground in the Helena Ranger District of the Helena-Lewis and Clark National Forest. The work includes drilling the well, installing a hand pump, a concrete pad, drain, and all necessary pump components for a typical campground water supply.

• Drilling of a well.

For contracts exceeding $35,000 but not $150,000, only payment protections are required, with an irrevocable letter of credit or payment bond due within 10 days of award.

• Quotations are due no later than May 22, 2026, at 12:00 P.M. (Mountain Time).

• Questions regarding the solicitation are due no later than May 15, 2026, at 12:00 P.M. (Mountain Time).

• Quotes must be submitted to Forest Service, Property and Procurement Services, Intermountain Zone, CSA #9, Attn: Daniel Franco.

• Evaluation will be based on the best value to the Government, considering technical submittal, experience, past performance, and price.

• Experience and Past Performance will be evaluated for recency, relevancy, and quality.

• Quotations must include pricing for all items.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard (NAICS) Code is 237110 (Water and Sewer Line and Related Structures Construction).

• The small business size standard is $45M.

• This is a Total Small Business Set-Aside.

• Offerors are required to be registered in SAM (System for Award Management).

• No official Site Visit is scheduled, but contractors are encouraged to visit the site.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for drilling a new well and installing a complete hand pump assembly to serve the Kading Campground in the Helena Ranger District of the Helena-Lewis and Clark National Forest.

• Drilling a new well to a depth of up to 100 feet or 5 gallons per minute, with a minimum depth of 50 feet. Final depth requires Contracting Officer (CO) approval.

• Installing a complete hand pump assembly, including a Forest Service standard Monitor Manufacturing 1DFHFS hand pump with standpipe and foot valve, on new well casing.

• Constructing a concrete pad and drain for the pump assembly.

• Disposing of all waste and excess materials generated from construction off Forest Service lands in compliance with federal, state, and local laws.

• Disinfecting the well after cleaning using a chlorine solution of at least 100 ppm, circulated to all parts of the well, and remaining undisturbed for 12-24 hours.

• Grouting the steel casing to a minimum of 27 feet below ground level.

• Well depth: up to 100 feet or 5 gallons per minute, whichever comes first.

• Minimum depth: 50 feet.

• Chlorine concentration for disinfection: at least 100 ppm.

• Chlorine solution undisturbed period: 12-24 hours.

• Well log report submission: within 60 days of well development to the Ground Water Information Center (GWIC) and COR.

• Period of Performance: June 22, 2026 - September 30, 2026.

• All work to be completed by September 30, 2026.

• Project Location: Kading Campground, Helena Ranger District, Powell County, MT (Approximate address: Little Blackfoot River Road, Elliston, MT 59728).
