Quick Summary

The Department of Veterans Affairs (VA), through its RPO WEST office, is soliciting proposals for the lease of medical/office space in Helena, Montana, to establish a new Vet Center. The VA requires approximately 3,200 to 4,026 ANSI/BOMA square feet of modern, well-constructed space. This opportunity is structured as a Request for Lease Proposals (RLP), with a focus on best value where technical factors are significantly more important than price. Proposals are due by May 1, 2026, at 4:00 PM MST.

Scope of Work

The leased space must accommodate a fully serviced Vet Center, including staff offices, group rooms, and support areas. Key requirements include:

  • Space: Minimum 3,200 ABOA sq ft, maximum 4,026 ABOA sq ft, not exceeding 4,026 rentable sq ft.
  • Building Standards: Modern construction, good condition, meeting Federal and Local Government requirements for fire safety, physical security, accessibility, seismic standards, and sustainability (ENERGY STAR label required).
  • Location: Within the specified area bounded by Flagstone Ave (North), B St. (East), Winnie Ave (South), and Henderson St. (West) in Helena, MT.
  • Parking: 20 surface/outside spaces for Government use, secured and lit.
  • Interior & Exterior: Specific design for a Vet Center, including a power-assisted entrance, key fob access, video intercom, vestibule, and detailed interior finishes (Luxury Vinyl Tile/Plank, paint, acoustical ceilings). Exterior provisions include a 50 AMP outlet for a Mobile Vet Center (MVC) and cameras.
  • Security: Facility Security Level II requirements, including video surveillance, access control, intrusion detection, and duress alarm systems. Lessor is responsible for quarterly security system testing.
  • Maintenance: Lessor is responsible for cyclical repainting and carpet/flooring replacement every five years.
