This solicitation is for a temporary Helibase facility, specifically a modified 40' High Cube shipping container. The container will provide secure storage, durable shelter, and a climate-controlled administrative workspace to support helicopter managers, crew members, pilots, and mechanics during Fire and Aviation operations. It is intended to offer a protected environment against weather events and facilitate routine administrative functions.

• A 40' High Cube shipping container (9'6" height).

• Structural modifications including a 36" steel entrance door with deadbolt, one 36" x 48" window, and two 4' x 6' windows.

• Interior build-out with full framing, 2 lb spray foam insulation, smart siding wall finish, and an L-shaped desk in the administrative section.

• Mechanical and electrical components including a 40' electric package with 100 Amp Service Panel, 50 Amp Generator Inlet, interior 4' LED Lights, exterior LED Floodlights, outlets, and an 18,500 BTU A/C unit with integrated heat.

• Ventilation via a solar roof vent.

• Delivery of the completed modified container to the designated Helibase site.

• Anticipated award type: Firm-fixed price purchase order.

• Period of Performance: July 1, 2026, to September 30, 2026.

• Offerors must submit pricing for all individual line items in the Schedule of Items.

• Quotations will be evaluated based on lowest price technically acceptable criteria.

• Technical Acceptability will be rated as "acceptable" or "unacceptable" based on the offeror's ability to meet all requirements and demonstrate understanding.

• Offerors must provide a detailed explanation of their ability to meet requirements, any requirements they cannot meet, and any other information demonstrating their capability.

• Offerors are advised that USDA intends to award without discussions, and exceptions may lead to technical unacceptability.

• Offerors must hold prices firm for 90 calendar days from the offer due date.

• Questions are due by June 17, 2026, at 1:00 PM Eastern Time and should be emailed to carrie.edwards@usda.gov.

• Offer due date: June 24, 2026, at 1:00 PM Eastern Time.

• The solicitation is set aside for Small Business (NAICS code: 332439, Size Standard: 600).

• The USDA requires delivery of all items no later than 12 weeks after the date of order award. Early deliveries will be accepted.

• Past performance will be evaluated using an "acceptable," "neutral," or "unacceptable" rating system.

• The solicitation incorporates numerous FAR and AGAR clauses by reference.
