Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for Helical Compression and Torsion Springs for the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIAJMTC). The procurement is being conducted in accordance with FAR Part 12 (Commercial) and FAR Part 13.5 (Simplified Acquisition Procedures). The Army Contracting Command - Rock Island (ACC-RI) is issuing this RFQ (W519TC-26-Q-A079) to procure these springs.

• The primary deliverables are Helical Compression Springs and Helical Torsion Springs.

• Specific items include:

  • CLIN 0001: Helical Compression Spring, 12592159 (5 Each)
  • CLIN 0002: Helical Compression Spring, 12592601 (5 Each)
  • CLIN 0003: Helical Torsion Spring, 12592608 (4 Each)

• Optional quantities are also available for these items (CLIN 1001, 1002, 1003), with 100 Each for each.

• All items are to be purchased per specific drawings (12592159, 12592601, 12592608).

• Pricing Arrangement: Firm Fixed Price for all CLINs.

• The award will be a Firm-Fixed-Price (FFP) contract.

• The contract will be issued in accordance with FAR Part 15 (Contracting by Negotiation).

• Period of Performance:

  • First Article Test Awards: 45 days for each of CLINs 0001, 0002, and 0003.
  • Optional Quantities Awards: 365 days for each of CLINs 1001, 1002, and 1003.

• This RFQ is a Commercial Small Business Set Aside award to the lowest total evaluated priced quote meeting the specifications.

• Evaluation will be based on FAR Clause 52.212-2 (Evaluation Commercial Items).

• The Government reserves the right to award no contract, depending on quote quality, prices, and fund availability.

• Offer Due Date/Local Time: 17 FEB 2026, 12:00 PM.

• This acquisition is a Small Business Set-Aside.

• Payment will be made by DFAS via Wide Area Workflow (WAWF).

• Specific FAR and DFARS clauses are incorporated by reference and in full text, covering areas such as award management, commercial terms, safeguarding covered defense information, buy American, and payment instructions.

• Detailed information regarding Rock Island Arsenal (RIA) visitor access, safety requirements, and concealed carry restrictions is provided.

• Inspection and Acceptance will be at the Destination (Both).

• Delivery Date Requested: 15 Apr 2026 for initial quantities.
