Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for aerial vegetation spraying services via helicopter to control vegetation on Missouri River sandbars in North Dakota, South Dakota, and Nebraska for the US Army Corps of Engineers (USACE).

• Provide all personnel, equipment, supplies, and services necessary for aerial vegetation spraying.

• Target vegetation on designated sandbars using specified aquatic-labeled herbicides via helicopter.

• Ensure spraying does not damage non-target areas.

• Follow all label instructions for mixing and applying herbicides and adjuvants.

• Calibrate all spray equipment prior to use.

• Conduct all operations safely and professionally.

• Treat at least 95% of target species within a specified work area per treatment.

• Minimize damage to non-target species.

• Submit Pesticide Application Records (PAR) daily, within 10 days of application.

• Provide accurate GPS data (shapefiles/kmz) of sprayed areas for payment verification.

• Invoices must be accurate and submitted according to contract terms.

• Period of Performance: August 17, 2026, through October 30, 2026 (specific dates depend on bird activity and vegetation growth).

• Place of Performance: Missouri River segments in North Dakota, South Dakota, and Nebraska, including areas below Garrison Dam, Ft. Randall Dam, Gavins Point Dam, upper Oahe Reservoir, and upper Lewis & Clark Lake.

• Hours of Operation: Sunrise to sunset, Monday through Friday, excluding Federal holidays.

• Contractor must possess licensed helicopter pilot and herbicide applicator credentials.

• Comply with all Federal, State, and local laws and regulations regarding pesticide application (including FIFRA, NPDES).

• Obtain necessary NPDES permit notification for North Dakota work.

• Contractor is responsible for all insurance and licensing.

• Develop and maintain a Quality Control program.

• Personnel must be at least 18 years old, possess valid applicator licenses, and be trained on equipment and tasks.

• Use only EPA-registered chemicals approved for aquatic use.

• Adhere to specific herbicide mixture rates (7 pints glyphosate, 6 pints imazapyr per acre at 5 gallons mix per acre).

• Prevent spillage and contamination of water bodies; remediate any spills at contractor expense.

• Notify COR at least two working days prior to treatment.

• Spraying operations commence only after purchase order issuance.

• Provide accurate digital GPS tracks of applications for payment verification.
