Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically Helicopter Insurance Services for the U.S. Embassy in Panama. The solicitation is issued as a Request for Quotation (RFQ) and no written solicitation will be issued separately. The contract will incorporate applicable FAR provisions and clauses effective through FAC 2026-01 (March 13, 2026).

• Aviation insurance coverage for eight (8) U.S. Department of State-owned dual-engine UH-1ST helicopters.

• Coverage is required for operations within Panama, North, Central, and South America, including the Caribbean region (excluding Cuba).

• Offerors must submit FAR 52.212-3 "Offerors Representations and Certifications - Commercial Items" and a completed item table or detailed offer.

• The awarded company must be legally authorized to provide insurance services in the Republic of Panama.

• The period of performance is one year, with delivery required 15 days after award.

• Delivery Place: Republic of Panama only.

• Offers are due by email to INLPROCPANAMA@STATE.GOV by 3:00 PM, May 5, 2026 (Local Time).

• The Government will award to the lowest priced, technically responsive offer.

• Questions regarding the solicitation must be submitted in writing to CLAUDIA BURKE at INLPROCPANAMA@STATE.GOV no later than 3:00 PM, April 22, 2026.

• Offerors must be registered in the System for Award Management (SAM) database prior to offer submission.

• No set-aside or small business standard applies to this acquisition.

• NAICS Code: 524126.

• Defense Priorities and Allocations System (DPAS) is not applicable.

• Applicable FAR clauses include 52.212-1, 52.212-2, 52.212-4, and 52.212-5, among others. DOSAR provisions/clauses also apply.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure an Accidental Medical Expense and Liability Insurance policy for eight (8) Bell twin-engine UH-1ST helicopters owned by the U.S. Department of State.

• Provide insurance coverage for specific helicopter models (listed by serial number and registration).

• Coverage is for official activities, not commercial operations.

• Aircraft configuration: Up to 10 passengers and 2 pilots, with a standard configuration of 6 passengers, 1 crew chief, and 2 pilots.

• Insurance types: Seat insurance, Group insurance, Personal Accident.

• Law and Jurisdiction: Panama City, Republic of Panama.

• Territorial Limits: North, Central, and South America, including the Caribbean (excluding Cuba).

• Insurance company must have Spanish-speaking support staff and offices in the Republic of Panama.

• Must provide customer support in the Republic of Panama.

• Must be familiar with the Government of Panama’s Ministry of Public Security activities.

• Minimum of three (3) years of satisfactory support required.

• Ministry of Public Security may act as the executive agent for claims processing.

• Period: One (1) year, from 06/01/2026 to 05/31/2027.

• Place: Panama and specified territorial limits.

• Operating Time: Coverage for up to twelve (12) occupants per aircraft during loading/unloading and flights within the territorial limits. Average annual flight hours per aircraft not to exceed 250.

• Sum Insured:

  • Personal Accidents (Passenger/Crew): US $100,000.00 per person.
  • Third Party Liability: US $10,000,000.00 per event.
  • Accidental Medical Expense (Passenger/Crew): US $40,000.00 per person, any claim, in excess of $150 USD each and every loss. No deductible for personal accident.

• Crewmembers: Pilots must meet specific training requirements.

• Named Insured: EMBAJADA DE LOS ESTADOS UNIDOS EN PANAMA.

• Loss Experience: No losses in the last seven (7) years.

• Claims Procedures: All payments and claims in USD.

• Aircraft Maintenance: According to Original Equipment Manufacturers (OEM).

• Inspection: Vendor is invited to inspect the U.S. Department of State Aviation Program in Panama.

• Pilot Warranty: Open warranty preferred; named pilots not required.
