Scope of Work
The contractor will be responsible for the complete manufacture and commissioning of a helium reliquefication system. Key requirements include:
- System operation for a minimum of 8 consecutive days, storing 80L of liquid helium (LHe), with a reliquefaction capability of 40L/day.
- Strategic placement of compressors away from the beamline instrument.
- Delivery of a complete system with comprehensive documentation for assembly and installation.
- All critical components (He dewars, Flex Lines, PRVs, cylinders/tanks) must be ASME certified.
- Minimization of helium loss during operation.
- Inclusion of a reliquefication dewar (>=150L) and a secondary dewar (100L) with a controlled transfer line.
- Deliverables include a Design Report, Factory Acceptance Test (FAT), final drawings, and operating/maintenance/troubleshooting manuals.
Contract Details
- Contract Type: Firm Fixed Price.
- Anticipated Delivery: 12 months after receipt of contract.
- Period of Performance: Effective upon execution through TBD.
- Payment: Milestone-based upon acceptance of the Design Report, FAT documentation, and commissioning. Payment terms are Net 10 for small businesses and Net 30 for large businesses.
- Freight Terms: FOB BSA National Laboratory (North American) or DAP (foreign).
- Warranty: Minimum of two (2) years after installation and first operation.
Eligibility & Submission
This is a Full and Open Competition under NAICS Code 333415 (Size Standard 1,250 employees). Offerors must provide references for at least three successfully manufactured, assembled, tested, and delivered liquid helium reliquefication systems of comparable performance. Submissions must include a detailed specification, 2D drawings, and a test report. Alternate products require documentation of equivalent or greater performance. Required forms include the Quotation Pricing Sheet (Enclosure C), AMS-Form-050 (Enclosure B), and W-9 (for domestic vendors) or W-8 (for foreign vendors). U.S. vendors must be registered in SAM.gov.
