1. INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to support HEPA filter efficiency testing services at the Research and Education Campus (REC), Advanced Test Reactor (ATR) Complex, and Central Facilities Area (CFA). This contract will ensure continued compliance and operational safety for critical air filtration systems at INL.
2. BACKGROUND
INL is a U.S. Department of Energy (DOE) national laboratory focused on nuclear energy, national security, and clean energy innovation. To maintain safety and regulatory compliance, BEA requires regular efficiency testing of HEPA filter systems at REC, ATR Complex, and CFA. The selected vendor will provide qualified personnel and certified equipment to perform visual inspections and efficiency testing (≥99.97% capture for particles ≥0.3 micrometers) in person, maintain and submit test records, and coordinate with facility representatives for access and support. Testing will be performed at various sites and must comply with all applicable codes, standards, and INL safety requirements.
3. PROCESS
This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration for INL HEPA filter testing.
4. SUBMITTAL REQUIREMENTS
Interested vendors should submit an Expression of Interest that includes the following:
• Company name and point of contact
• Summary of relevant HEPA filter testing and nuclear facility or national lab experience
• List of similar projects your firm has successfully completed
• NAICS codes and business size classification
• Any existing DOE or federal contracting experience (if applicable)

Note that responses must be no more than five (05) pages in length in PDF format. Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
