Statement of Work (SOW) / Performance Work Statement (PWS)

To reduce overall fuel loads by 95%, replace 95% of non-native invasive vegetation with desirable vegetation, and improve the control and efficacy of future prescribed burns. This aims to minimize wildfire hazards and smoke-related concerns in a wildland-urban interface, create optimum wildlife habitat conditions, and improve refuge visitor wildlife viewing opportunities.

• Aerial herbicide application on approximately 230 acres within the ACE Basin National Wildlife Refuge (NWR) in Charleston, Colleton, and Beaufort Counties, SC.

• Target invasive species include cattail, cutgrass, water hyacinth, alligator weed, parrot's feather, and Chinese tallow tree.

• Approved herbicides include Clearcast (imazamox) or Habitat (imazapyr) as active ingredients, and RoundUp Custom or similar products with glyphosate as an active ingredient.

• Areas of desirable live oak and other native hardwood dominated hammocks are excluded.

• Reduction of overall fuel loads by 95%.

• Replacement of 95% of non-native invasive vegetation with desirable vegetation.

• Operations will be monitored by Refuge Biologists and Refuge Managers with frequent, on-site inspections.

• Period of Performance: June 1, 2026, through September 30, 2026. This period may be extended due to unforeseen circumstances.

• Place of Performance: ACE Basin National Wildlife Refuge (NWR), South Carolina.

• Herbicide application contractors must be fully licensed, bonded, and insured in South Carolina.

• Contractors are responsible for transporting all equipment, herbicides, adjuvants, and water.

• All applicators must have labeled Personal Protective Equipment.

• Contractors must repair any damage done to gates, fences, access roads, signs, structures, or other infrastructure.

• No littering is permitted; all garbage must be removed daily.

• Operations must follow South Carolina's Best Management Practices for Forestry.

• Compliance with all applicable federal, state, and local regulations and land-use permitting procedures is required.

• Bids should be based on treatment price per acre, with a not-to-exceed amount for the total project.
