Quick Summary

The Department of the Interior, Bureau of Indian Affairs (BIA), through its Indian Education Acquisition Office, has issued a Solicitation for Phase I Playground Safety and Flood Prevention Improvements at Havasupai Elementary School in Supai, AZ. This project involves significant demolition, construction, and site preparation. This opportunity is set aside for Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises. Proposals are due May 27, 2026, at 5 PM MDT.

Scope of Work

The project's objective is to enhance playground safety and implement flood prevention measures. Key tasks include:

  • Demolition and removal of existing playground equipment and designated stair sections.
  • Saw cutting and removal of damaged portions of the basketball court slab.
  • Salvage, handling, transport, and relocation of saw-cut concrete slabs for flood control, drainage, and erosion mitigation.
  • Preparation and resurfacing of the remaining basketball court slab, including new striping and installation of an adjustable in-ground basketball hoop.
  • Installation of temporary wood chip/mulch ground cover in areas of concrete removal and the former playground footprint.
  • Installation, maintenance, and removal of temporary construction fencing and site protection. Work must comply with all applicable federal, tribal, state, and local laws, codes, and standards, and minimize disruption to school operations.

Place of Performance & Logistics

The project is located at Havasupai Elementary School, 40 Main Street, Supai, AZ 86435. Access to the site is notably challenging, primarily via helicopter or an 8-mile trail from Hualapai Hilltop. An amendment clarifies that new Tribal helicopter transportation rates are in effect, and upfront payment is now required for all services, with no post-service invoicing permitted.

Contract Details & Requirements

This is a single firm fixed-price construction contract with an estimated value between $250,000 and $500,000. The period of performance is sixty (60) calendar days from the Notice to Proceed, with Phase I completion scheduled for no later than August 2026. Mandatory requirements include:

  • Compliance with Davis-Bacon Wage Determinations.
  • Background investigations for personnel with regular contact with Indian children.
  • Provision of high-resolution digital photographs of the completed project.
  • Submission of a Waste Management Plan seven days prior to the Preconstruction Meeting.
  • Required bonds: 20% Bid Bond, 100% Performance Bond, and 100% Payment Bond.
  • Offerors must complete and submit the Indian Affairs Indian Economic Enterprise Representation Form to confirm eligibility.

Submission & Evaluation

Proposals must be submitted via email to Yui Hoptowit (yui.hoptowit@bie.edu) by May 27, 2026, at 5 PM MDT. The evaluation method is Lowest Price Technically Acceptable (LPTA), involving a two-phase process: Preliminary Screening and Proposal Evaluation. Technical proposals will be assessed as "acceptable" or "unacceptable," and price proposals for reasonableness. The proposal acceptance period is ninety (90) days past the RFP closing date.
