This document is a "Memorandum to the File" regarding the use of other than full and open competition for an acquisition under the Simplified Acquisition Threshold. It details the justification for soliciting from a single source.

This document explains that the requirement is for calibration services to be performed by Hexagon Manufacturing Intelligence, Inc (OEM). The justification for sole source is based on "Restrictive Rights" due to proprietary rights, limited rights in data, patent rights, copyrights, or secret processes held by the source. It also states that the C137 laboratory's quality systems and scope of work must be certified by a NAVSEA-04 audit team, and Hexagon Manufacturing Intelligence, Inc. has demonstrated compliance with these standards. Use of other sources has not been authorized by the U.S. Navy METCAL program and C137 Metrology Engineering, and will not be accepted for certified measurements. This information is critical for bidders to understand why the opportunity is being offered as a sole source and the specific requirements that limit competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this task is for the vendor, Hexagon Manufacturing Intelligence, Inc (OEM), to perform calibration services for the Mid-Atlantic Regional Calibration Center (MARCC), NNSY Code 137.

• Perform tolerance-based calibration services for the following equipment:

  • AT960-LR Absolute Tracker (Serial: 751690)
  • T-Probe III Absolute Tracker Probe (Serial: 3406P)

• Calibration must include 'as found' and 'as left' data.

• Equipment must not be altered in a way that affects operating characteristics, controls, or external connections, though normal adjustments to meet specification limits are permitted.

• Calibration must be traceable to NIST, Natural Physical Constants, Consensus Standards, or correlated National Standards of other countries.

• The calibration process must achieve a Test Accuracy Ratio or Test Uncertainty Ratio of 4:1 or greater, or a False Accept Risk of 2% or less, per ANSI/NCSL Z540.1 or later.

• A calibration certificate must be provided, detailing traceability, compliance, and whether the item was in-tolerance as received.

• 'As found' and 'as left' measurement values are required on the certificate.

• Any deviation from calibration criteria requires authorization from NNSY Code 137.2, Metrology Engineering.

• Use of a vendor other than Hexagon Manufacturing Intelligence, Inc requires research and approval by NNSY Code 137.2 Metrology Engineering.

• Repairs may be necessary and will be identified during calibration.

• If repairs are needed, the contractor must immediately provide a cost breakdown (materials, labor, travel) to the KO and TPOC for evaluation.

• Additional price information may be requested by the KO.

• Any repair work will be issued on a separate, separately funded CLIN.

• No repair work is authorized until funded by modification.

• If repairs are required, the vendor must submit a repair quote and await approval before beginning repair work.

• NNSY Access Requirements: Contractors not possessing a Common Access Card (CAC) must obtain a DBIDS card. Procedures involve completing SECNAV 5512 forms, sponsor vetting, and visiting Pass and ID. Green NAVSEA access badges require proof of U.S. Citizenship.

• Portable Electronic Devices (PEDs): Personally owned camera-enabled PEDs are authorized within the Controlled Industrial Area (CIA) and Security Islands, but prohibited in Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs), and Open Storage Areas. All PEDs are prohibited in NWAs and Open Storage Areas. Unofficial photography, filming, live streaming, and audio recordings are prohibited without specific approvals.

• Submarine Specific PEDs Instructions: PEDs are prohibited on Department of Navy Submarines.

• Safety: Contractors must follow Federal and State OSHA requirements, NNSY OSHE Program Manual (NAVSHIPYDNORINST P5090.2), and site-specific safety requirements. Hazardous Energy Control (HEC) procedures must be followed, with notification to NNSY TPOCs/CORs prior to starting work. Lockout/Tags-Plus Coordinator (LOTC) coordination may be required. HEC locks and tags must meet specific criteria.
