Statement of Work (SOW)

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a new High Frequency (HF) E-Field Meter to replace an aging instrument. This meter is needed for Radiation Hazard (RADHAZ) Survey measurements and electromagnetic environmental effects testing to ensure warfighter safety and capability.

• The Contractor shall provide commercially-off-the-shelf (COTS) or modified COTS HF E-Field Meters.
• A total of 10 compliant units are to be delivered.
• The Contractor shall fabricate one (1) First Article Test (FAT) unit prior to full production.
• Nine (9) production units will be delivered after FAT approval.
• The Contractor shall provide option pricing for 10 additional units.

Software:

• Application Programming Interface (API) for integration with E3TO and HF meter.

• User Display Menu (B55 Shipboard) must show Antenna Number, Frequency Selection, Test Point Location, and Battery Level.

• Must read/write data in XML, CSV, and TXT formats.

• Display Size must be sunlight and nighttime readable.

• Delivery Schedule:

  • First Article Test (FAT): 8 Months After Receipt of Order (ARO)
  • HF Meters (9 units): 2 Months after receiving FAT Approval
  • Optional HF Meters (10 units): 10 Months After Options Exercise (AOE)

• The event for capability demonstration and testing can be performed at the Contractor's or Government's site.

• The Contractor shall provide onsite training on the fundamentals and operations of the HF Meter, including hands-on training.

• Technical documentation shall be provided IAW CDRL A001.

• Data deliverables shall be provided IAW CDRL A001 and CDRL A002.

• All work is Unclassified.

• Travel is required and shall be coordinated with the Technical Point of Contact (TPOC).

• The Government reserves the right to modify the contract for additional repair services/components.
