The Department of the Air Force is conducting a Sources Sought for HH-60W Link-16 Advanced Capability Modernization. This market research aims to identify potential sources capable of upgrading and replacing the Link-16 TacNet Tactical Radio (TTR) with the KOR-24A Small Tactical Terminal (STT) on the HH-60W helicopter fleet. This upgrade is critical to address validated requirements for Advanced Capability (AC) and Cryptographic Modernization (CM), as the current TTR cannot incorporate these updates, risking denial of access to the Link-16 network. Scope of Work
The effort includes, but is not limited to:
- Non-Recurring Engineering (NRE): All engineering activities required for STT integration into the HH-60W platform.
- System Integration: Physical and electrical design (adapter plates, antenna location, structural/electrical analysis, power conditioning), and functional/software integration (ensuring Link-16 functionality, STT compatibility, software updates for AMC/FMS).
- Technical Data: Development and delivery of a Technical Data Package (TDP), Modification Time Compliance Technical Order (TCTO), and Technical Order (TO) updates.
- Prototyping and Production: Manufacture and deliver two (2) trial installation/kit proof units and ninety-eight (98) production kits, totaling 100 aircraft kits.
- Verification and Testing: Develop and execute validation/verification plans, conduct testing, deliver test plans/reports, and provide a method to load the STT Operational Flight Program (OFP).
- Program Management: Comprehensive management of schedule, budget, subcontractors, and Diminishing Manufacturing Sources/Material Shortages (DMS/MS) issues.
- Cybersecurity: Provide information on known vulnerabilities and evidence of cyber hardening.
